Organizational Setting FAO in partnership with the Government of Moldova is implementing the project GCP/MOL/007/GCR “Mainstreaming adaptation into planning process to reduce vulnerability to climate change at local and central levels in Moldova’s Agriculture Sector (Ag. SAP)”. The main objective is to support the Ministry of Agriculture and Food Industry (MAFI) to conduct comprehensive work to ensure climate change adaptation is mainstreamed into planning processes in the agriculture sector, ensuring a gender sensitive approach and the participation of all vulnerable groups. Reporting Lines The incumbent(s) will work under overall supervision of the FAO Representative in Moldova, the technical supervision of the Lead Technical Officer (LTO) of the project as well as in close consultation with the International Consultants on TNA, National Technical Advisor, the National Designated Authority (NDA) and Ministry of Agriculture and Food Industry and sectoral Working Groups (SWGs).
Technical Focus Agriculture, Animal Husbandry, Climate Change Adaptation and Mitigation preferably in agriculture. Tasks and responsibilities The National Specialist on Climate Change Adaptation Technology Need Assessment will support and facilitate the implementation of the TNA process at the subsector level for Horticulture (fruit and grape production), Cereal production, Animal Husbandry and Aquaculture. She/he will also ensure communication with sectoral Working Groups, outreach to stakeholders during the consultation process and data collection activities, including: · Identify, substantiate, and assess major climate change adaptation needs for the agriculture sector of the Republic of Moldova: o Literature review of climate change effects and trends in the Republic of Moldova, with emphasis on impacts on agricultural sub-sectors. o Consultation with main sub-sectoral associations of producers for each sub-sector in the Republic of Moldova and verification of the results of the literature review; o Production of a baseline assessment of climate change adaptation needs for the sub-sectors of agriculture A, B, C. · Identify priority technologies for climate adaptation based on the following steps: · based on identified sectoral vulnerabilities and currently (baseline) applied technologies referring to climate change, in collaboration with the IC contribute to the overview of possible adaptation technology options in sub-sector A,B,C,D… responsive to sub-sector needs and emphasizing their adaptation potential; · with the support of IC and the SWG, prepare the brief version of Technology Fact Sheets (TFS) for the Long List of adaptation technology options (12-15 technologies) and detailed TFS for prioritized technologies (6-8) specific sub-sector; · carry out sub-sector level technology prioritisation exercise and formulate the results of prioritization. · Contribute with inputs to preparing sub-sector level the TNA report according to the steps mentioned at point 2. above. · Provide inputs and support the implementation of a Barrier Analysis and propose the Enabling Framework for the deployment and diffusion of the sub-sector top three prioritised technologies: the analysis of market and barriers for development, deployment and diffusion of priority technologies chosen for agriculture adaptation; market maps and problem trees for each of the prioritised technology; identify measures to overcome barriers; propose Enabling Framework to overcome identified barriers for the chosen technologies. If the prioritised technologies are complex and have a cross-cutting nature, contribute to the identification of common enabling policies and actions which can help address the barriers for technologies from multiple sub-sectors. · Contribute with inputs to preparing a climate change adaptation Barrier Analysis and Enabling Framework (BAEF) report for the prioritised technologies. · Contribute to the preparation of the Technology Action Plan (TAP) for each prioritised technology Under the supervision of ICs and in collaboration with the sectoral Work Group, the National Consultant/s will contribute to the comprehensive description of the action plan for sectoral adaptation technologies, which can be read and understood as a stand-alone document- the Technology Action Plan (TAP). The NC will contribute to the formulation of the TAP based on the following main components: sector overview, ambition for the TAP, actions and activities selected for inclusion in the TAP, stakeholders and timeline for implementation of TAP, Estimation of Resources Needed for Action and Activities, Management Planning, other as needed components. · Contribute to the preparation of Report on TAPs and compilation of sectoral CCA Technology Roadmap. Under the supervision of ICs, the National Consultant/s will contribute to the preparation of a report, which groups each TAPs and will compose a Climate Change Adaptation Technology Roadmap with expected timeframe, roles and responsibilities of various actors and stakeholders and budgetary implications. Based on TAP, the consultant/s will contribute where necessary to the formulation of the Project Idea (PI) for the prioritised technologies as concrete actions supporting the realisation of the overall target indicated in the TAP for the sector. The ICs will draft the initial Concept Note and request inputs, data, support and contributions to the National Consultant/s (NCs). The main components of the PI to which NCs will contribute include: introduction /background; objectives; the measurable outputs; relationship to the country’s sustainable development priorities; project deliverables e.g.value /benefits/messages; project scope and implementation; project activities; timelines, financing/cost information (including budget estimates and in the country's contributions); measurement/evaluation; responsibilities and coordination, however, could be adjusted to the a specific donor requirement, if identified. The TNA National Consultant/s will be responsible for attending capacity-building events on applied methodological approaches in CCA TNA of the agriculture sector. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements · An advanced university degree (Master’s degree or equivalent) in relevant field, such as agriculture, natural resources management, climate change, resilience; · A minimum of 5 years of demonstrated experience relevant to sub-sector level, including technology-related experience ; · Good understanding of current issues related to sub-sector level climate change impact and needs; · Strong knowledge of sub-sector level technological practices; · Proven expertise working in a team environment and in the field; · Good writing and communication skills in English and Romanian. · Computer skills, in particular applications of the MS Office package and internet search; · Affinity with the mandate and role of the United Nations and FAO.
