MISSION

Goal / Purpose:

The Activity Manager for Site Management and Food Distribution provides support to the Program Manager in defining, implementing, monitoring, evaluating, coordinating and managing the refugees' centers and transit point.

POSITION

List of main tasks:

Assessment and design of projects

• Partake in the identification of new areas of intervention
• Partake in the design and gauging of financial, human and logistical programs
• Partake in the preparation and implementation of diagnostics
• Regularly monitor the evolution of the local context of intervention

Implementation and monitoring of activities

• Plan the implementation and harmonization of the beneficiary's tracking system and any other monitoring and surveillance system at refuge / transit point level in collaboration with the program and MEAL teams
• Oversee the implementation of the beneficiary tracking systems and any other monitoring and surveillance system at refuge / transit points level in order to ensure meeting of deadlines and setting technical specifications
• Regularly visit the refuges/transit points and follow up the proper conduct of these activities
• Support the Program Manager, the site management and Food Distribution officers and Data Collection officers with the assessment of human needs, logistical and financial resources needed for any activity implemented at refuge/transit points level
• Identify any risks and constraints related to the local coordination/beneficiary’s activity and propose alternate strategies to the Program Manager
• Assist the Program Manager to improve any activities in the field
• Ensure that the safety of persons and equipment at intervention/project sites is guaranteed
• Inform the Program Manager about all the logistical and financial requirements needed/identified
• Partake in the updating of tools for monitoring financial, logistical, and operational programs (monitoring of the budget and operations)
• Coordinate the refuge to ensure all the necessary needs for beneficiaries are covered (such as accommodation, hygiene, food security…)
• Coordinate with the Program manager and the technical officers if needed in maintenance or basic repairs.
• Coordinate with the different actors working in the area to avoid gap or overlap.
• Ensure and coordinate with the food suppliers the composition of each meal, respecting the nutritional value requested per person per day.
• Coordinate between refugees’ centers and the food supplier the quantity of meals needed on daily basis.  
• Plan hygiene supervision with the food suppliers and in refugees’ centers, to respect norms and hygiene rules.

Team management

• Partake in the recruitment of site management and Food Distribution officers.
• Organise regular meetings with program teams
• Supervise and monitor potential conflicts within the team SI / volunteers and inform the Program Manager in the case of a problem
• Identify and report any training and evaluation needs for the teams to the Program Manager
• Assist with the implementation of training
• Partake in the assessment of team performance
• Monitor teams to ensure that they are adhering to health and safety regulations
• Coordination between different actors on sites

Reporting/communication/representation

• Partake in the drafting of a number of administrative documents to be signed jointly with governmental authorities, communities or partners
• In coordination with the Refuge Assistants, immediately report any problems or information that could affect the projects/activities or the security of the teams or local partners at refuge/attention point level to the Program Manager
• Write regular reports on the progress of projects for the program manager
• Partake in the drafting of reports and schedules/appendices related to the activities/projects for internal and external accountability (beneficiaries, partners, donors)
• If requested by the Program Manager, represent SI in collaboration with the Program Manager to the relevant local bodies: community meetings, local authorities, local coordination mechanisms

PROFILE OF THE CANDIDATE / REQUIREMENTS

• Previous experience with NGO/INGOs valued
• Technical knowledge in site management and/food security along with demonstrated experience
• Availability to work full time (estimated 8am to 6pm) for a minimum of 2 months required
• Language: Romanian, Russian and English. Ukrainian is a plus.
