Duration: Five months with possibility of extension

All Inclusive Salary: 17000 MDL per month

Context:

Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighbouring countries have been reported in the following days. While air travel has been suspended in Ukraine and Moldova, Ukraine shares land border with four European Union (EU) Member States: Poland, Romania, Hungary and Slovakia. Other non-EU countries (3) which share their border with Ukraine include Republic of Moldova, Russian Federation and Belarus.

Large in and outflows of Ukrainian nationals and third-countries nationals have been register since the beginning of the military operations. Therefore, IOM is supporting the service of the fast track provided by the Moldovan and Romanian Governments. This operation allows the transport of people and provision of services around to whom wants to reach Romania directly after crossing to Moldova.

Under the direct supervision of the Emergency Coordinator, and in close coordination with other emergency response units of IOM Moldova mission, the field team leader will be responsible for:

Core Functions / Responsibilities:

1. Act as the focal person for Palanca transport hub for the overall IOM response and oversee all the activities implemented,
2. Coordination and monitoring of assistance with all relevant IOM units such as medical teams, protection sector and DTM enumerators.
3. Organize with the team distribution of emergency food and other non-food items on sites,
4. Support the local governments in the management of the response and create space for effective partnerships,
5. Represent IOM at the relevant coordination meetings with other organizations and local authorities at the transport hub,
6. Ensuring that efficient communication channels are in place with all the relevant parties in the Moldova and Romania sides,
7. Follow the trends in sites and reports on challenges, gaps and duplications,
8. Prepare the daily and weekly reports and makes sure that all data entries are correct and accurate,
9. Perform other duties as they might be assigned.

Required Qualifications and Experience

Education

• Diploma in Social Science, Geography, IT, Computer Science, or any other relevant field
• Knowledge of logistics and project management appreciated

Experience

• Experience on registration of beneficiaries and distributions of items.
• Ability to organize an information flow and assets management.
• Ability to liaise with authorities and counterparts.
• Experience in information management, preferably in migration and conflict situations.
• Experience working with International Organizations, INGO an advantage.
• Computer knowledge use including Microsoft Office and ability to use internet and email;
• Familiarity with mobile data collection technologies
• Familiarity with the UN system
• Experience on emergency settings an advantage.
• Excellent organization skills; analytical and creative thinking;
• Excellent communication and team-building skills

Languages

Fluency in English, Romanian and Ukrainian is required. Knowledge of Russian is an advantage.

A prerequisite for taking up the position is legal residency in the country of the duty station and work permit, as applicable.
