Position Title: Data/Displacement Tracking Matrix (DTM) Programme Assistant
Duty Station: Chisinau, Moldova

Duration: Six months with possibility of extension
All Inclusive Salary: 17000 MDL per month

Context:
Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighbouring countries have been reported countries in the following days. While air travel has been suspended in Ukraine and Moldova, Ukraine shares land border with four European Union (EU) Member States: Poland, Romania, Hungary and Slovakia. Other non-EU countries (3) which share their border with Ukraine include Republic of Moldova, Russian Federation and Belarus. Large in and out flows to and through Moldova of Ukrainian and Third Country nationals created the need to set up a monitoring system and analyze the trends and patterns of mobility.
Under the direct supervision of the Senior Programme Specialist for Migration Management and the DTM Focal Point, the DTM/Data Programme Assistant will be responsible for:
Core Functions / Responsibilities:
- DTM/data collection, data processing and data base update for the IOM Moldova mission related to in and out flows of refugees and migrants to and through and within the country.
- Compile and ensure data is transferred in due time to relevant the focal point.
- Develop data collection tools, databases and statistical reports and maps.
- Prepare and develop analytical tools and reports for displacement trends, needs assessment and programme activities using the various program databases.
- Support the development of a GIS system for the production of maps related to database elaborations.
- Verify data received by implementing partners and programme staff.
- Plan and lead all DTM activities in close collaboration with the DTM Focal points, partners and local governmental entities.
- Supervise and evaluate data enumerators teams in the field.
- Organize the data/information flow as per IOM procedures and ensure of its accuracy.
- Report on all DTM activities to the DTM Focal Point and make relevant recommendations/advice to ensure the information collected is useful and relevant to all stakeholders
- Participate in the revision of the tools/methodologies and training of the data collectors’ enumerators.
- Respect IOM’s Data Protection Principles.
- Perform other duties as they might be assigned.
Required Qualifications and Experience
Education
- Diploma in Social Science, Geography, IT, Computer Science, or any other relevant field
- Knowledge of border management settings appreciated
Experience
- Experience in information management, preferably in migration and conflict situations.
- Minimum one year of experience in data collection in the field.
- Experience with International Organizations, INGO an advantage.
- Ability to organize an information flow.
- Computer knowledge use including Microsoft Office and ability to use internet and email;
- Good knowledge of the geography
- Familiarity with mobile data collection technologies and GPS an advantage
- Familiarity with the UN system
- Excellent organization skills; analytical and creative thinking;
- Excellent communication and team-building skills
Languages
Fluency in English, Romanian and Russian is required. Knowledge of Ukrainian, is an advantage.

A prerequisite for taking up the position is legal residency in the country of the duty station and work permit, as applicable.
