Job Summary:
As the Russian invasion expands in Ukraine, an enormous humanitarian crisis is developing across the country and region. The United Nations (UN) estimates that more than four million Ukrainians will be forced to flee the country if there is no cessation of the invasion, while millions of others will be displaced internally within Ukraine. Neighboring countries are quickly easing entry restrictions and preparing to host large numbers of refugees. Moldova has been welcoming thousands of refugees and migrants, who have a variety of basic needs.
CRS is seeking to hire a Project Manager to manage a cash emergency response. As a member of the CRS Moldova project team, and in close coordination with Caritas Moldova, you will manage the timely and quality implementation of project activities related to CRS Moldova’s cash emergency response, including operational management. You will also perform monitoring and evaluation to ensure quality outcomes of CRS’ and partners’ cash programing. You will also work to build the capacity of the CRS and partner team for the program.
This position is for 6 months, with the opportunity to extend. CRS will also consider consultancy agreements for candidates who prefer this option.
Roles and Key Responsibilities:
- Coordinate the CRS/Caritas Moldova partners to deploy field teams to refugee sites for cash assistance related activities – community engagement, enrollment, and card distribution
- Oversee overall partner implementation of cash assistance
- Organize team meetings
- Coordinate reflection and adaptation
- Liaise with government and other stakeholders as appropriate
- Organizes start-up workshop and trainings, as well as mid-term and other check-ins
- Work on development of key messages and dissemination plan for communication materials for the refugees enrolled in the cash program, cash assistance applicants, and other stakeholders.
- Adapt programming based on feedback through accountability mechanisms
- Support partner on logistics and procurement related to the project implementation
- Conduct regular reviews of progress against indicators, lessons learned, and challenges encountered, in order to ensure the achievement of performance targets and adherence to technical standards, best practices and donor guidelines.
- Collaborate with MEAL manager to ensure effective program monitoring and accountability is in put in implemented in the daily activities.
- With the Program Manager, represent CRS in joint UNHCR-Moldovan government cash assistance working groups as appropriate
- Monitor and implement financial aspects of the project for partner expenses
- Proactively identify issues, delays or program implementation adjustments needed
Basic Qualifications
- Degree in social services studies, economics, public administration, management or other relevant field. Experience may substitute for formal education.
- Minimum 2 years of experience working with community development, social services, and/or relief projects preferred.
- Experience with staff capacity strengthening.
- Supervisory and project management experience.
- High proficiency in MS office programs, especially Microsoft Excel
Required Languages – Proficiency in Russian and/or Romanian required. Spoken proficiency in English required.
Travel - Must be willing and able to travel to project sites within Moldova, including to border areas, up to 50%.
Knowledge, Skills and Abilities
- Ability to work independently, but also coordinate effectively as part of a team.
- Strong analytical and organizational skills.
- Demonstrated ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.
- Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
- Strong relationship management skills and the ability to work effectively with culturally diverse groups.
- Strong written and verbal communication skills with ability to write reports
- Proactive, results-oriented, and service-oriented
- Communicate strategically under pressure
Preferred Qualifications
- Project management experience in the area of cash-based programming or social services
- Experience engaging with partner organizations.
- Experience contributing to the development of technical proposals.
- Experience in community engagement, vulnerability assessments, beneficiary registration or enrollment, and monitoring and evaluation.
- Knowledge of Sphere emergency guidelines.

External: Regional Coordinator at Caritas Moldova and Diaconia, and other Caritas Moldova and Diaconia staff, Ministry of Labor and Social Protection officials, local government officials, community and Church leaders, UNHCR, working group coordinators
