USAID-funded Effective Justice – Support to the Pre-Vetting Secretariat
Dexis Consulting Group is seeking qualified Moldovan citizens for the position of Procurement Specialist to serve on the Effective Justice “Support to the Pre-Vetting Secretariat” Task Order.
Tasks and Responsibilities:
- Under the supervision of the Task Order Lead and/or Deputy Program Manager, the Procurement Specialist is responsible for the overall efficient implementation of all procurement processes including:
- Preparing requests for quotes/proposals and verifying the conformity of the submitted offers with the requirements requested;
- Conducting price negotiation as needed;
- Verification of the correspondence of the equipment/service purchased/contracted with the specified standards;
- Completing the contractual details of a standard form of contract;
- Ensuring compliance with Dexis and USAID contracting procedures.
- Supports the coordination of logistics for seminars, workshops, and events organized under the auspices of the Task Order, including printing materials, securing rental of premises, logistics for participants, etc.;
- Contacts state institutions and subcontractors regarding issues related to customs, and other related issues, as or if needed.
Minimum Required Qualifications:
- Three (3) or more years of experience in similar positions in international organizations; experience in USAID-funded projects is a strong advantage;
- Excellent knowledge of Moldovan accounting, tax, and labor law;
- Experience with developing, reviewing, and implementing high volume, rapid response procurement processes;
- Ability to work independently and/or under minimum supervision and efficiently coordinate several ongoing tasks;
- Ability to perform duties that require close attention to detail and synthesize large amounts of information;
- Ability to work under pressure with a positive attitude, as a part of a team;
- Advanced competency in using Microsoft Office (Word, Excel, Access, and PowerPoint);
- Fluency in Romanian and English.
