Monitoring and Evaluation (M&E) Advisor

Project: MA IMPLIC – Project on Civic Engagement in Local Governance
Contract duration: February 2022 – October 2023 (part / full time)
Indicative starting date: 14 February 2022
- BACKGROUND
The Project on civic engagement in local governance “MA IMPLIC” (Phase 1: 01.11.2019-31.10.2023) aims at ensuring that the rural population of Moldova has equitable access to quality public service provision. The MA IMPLIC Project is the flagship project of the local governance domain under the Swiss Cooperation Strategy for Moldova 2018-2021, that will put an increased emphasis on supporting local public authorities to provide good quality and affordable public services and on supporting local (especially rural) population and civil society to hold the authorities accountable. At the local level, MA IMPLIC Project will support around 30 rural local public authorities/groups of local public authorities to manage service provision in a participatory, effective, inclusive and sustainable way, while at the national level, the Project will support the improvement of the policy, legal and financial environment for quality local public service provision and decentralization reform.
The project is implemented by Skat Consulting Ltd., a Swiss consulting firm and is financially supported by the Swiss Agency for Development and Cooperation.
The project is, as any other donor-financed project, monitoring its progress through a set of 24 Outcome and Output indicators. Baseline values for these indicators have been established in early 2021. Reporting is done in half-yearly intervals (April / October of each year).
At the local level, the project has supported 30 rural partner communities (of which 10 are working as a partnership of 2 or more Primărias) in the development of Service Improvement Plans (SIP). These Service Improvement Plans comprise a set of “hard” and “soft” activities aimed at improving the delivery of a specific public (communal) service (waste management, water supply, sanitation, or street lighting). The implementation of these Service Improvement Plans is also subject to monitoring and evaluation. The Primărias will be responsible for the implementation of this M&E and the reporting of SIP implementation to their citizens and respective bodies. Several of the progress indicators obtained as a result of the SIP implementation will be used as data for the monitoring of the progress of the MA IMPLIC project.
- SCOPE OF WORK
The MA IMPLIC project is looking to recruit additional expertise to meet its demand in three areas of work:
- Support to the M&E system for the project progress indicators;
- Support to local administrations in their monitoring of Service Improvement Plan implementation;
- Knowledge management, I.e., the collection, and systematic making available of project deliverables (products) to other users in- and outside the project environment.
The areas of work 1. and 2. as above are distinct in their audience but are very closely interlinked.
Area of work 3. is related to 1. and 2. in that several of the knowledge products are counting towards the project indicators. The scope of work is, however, broader than M&E.
We expect areas of work 1. and 2. becoming the subject of one expert’s assignment. The scope of work will be higher in the first circa 3 months of the expert’s assignment (development of M&E systems) and will then reduce to part time workload with peaks during the months of October and April when updates to the data collection will need to be done for the respective reporting deadlines.
Area of work 3. can be contracted as part of one bigger contract together with the tasks under areas of work 1. and 2. Two separate, part-time, contracts for work areas (1 & 2) and (3) are, however, also possible. The final decision will depend on the availability and the profile of the applicants.
The specific task for each of these work areas are:
Work area 1: Support to the M&E system for the project progress indicators (Support to project management)
- Develop a M&E system for MA IMPLIC project indicators (matrix for collecting data for MA IMPLIC progress Indicators, intervals, sources and methods of data collection)
- Collect data for regular update of indicator values for Operational Reports (April and October 2022 / 2023)
Work area 2: Support to the 30 local administrations in their monitoring of Service Improvement Plan implementation
- Develop a methodology for progress monitoring of Service Improvement Plan (SIP) implementation by LPA
- Advise & support LPA in implementing M&E and reporting of their SIP implementation
Work area 3: Knowledge Management
- Establish and maintain a “library” of project products (to be made available to an audience inside and outside of the project environment via the “resources” section of the MA IMPLIC website)
- (Optional) draft and edit Knowledge Products (i.e., deliverables such as methodologies, templates, guidelines; to be presented in an easy-to-understand format)

Master’s Degree (or equivalent) in Public Administration, Public Law, Economics, Public Finances or other relevant fields. |

Experience |
· At least three years of professional working experience · Proven work / research experience of local public administration in the Republic of Moldova · Previous work experience for a donor organization, governmental institutions, NGO or private sector / consulting firm · Proven working experience in project monitoring and/or evaluation |

Fluency in both oral and written English and Romanian |
