Checchi and Company Consulting, Inc., (part of Dexis Consulting Group), hereinafter referred to as “Checchi”, is implementing in Moldova the Model Court Initiative (MCI) funded by USAID. The Project is a three-year effort to improve the performance of courts in delivering quality justice services and to improve the connection between courts, communities, and system users.

A part of the MCI program activities is implemented through grants focusing on establishing partnerships with the judiciary, improving court activities, producing specialized reports and policy proposals, and conducting advocacy campaigns and coalition building for the adoption of specific judicial reforms.

Monitoring, evaluation, and adaptive management of the project’s technical activities and grantees’ activities are crucial for the project’s successful performance.

Checchi is seeking a qualified Moldovan citizen to take over duties and responsibilities of the Project’s Monitoring, Evaluation, and Grants Specialist, who will be going on maternity leave. The replacement is envisioned for a 6-months period with the possibility of extension.

Tasks and Responsibilities:

Project’s Monitoring and Evaluation (M&E):

  • Collect, analyze and report data in accordance with the project M&E Plan;
  • Report, on quarterly basis, on assigned indicators in USAID’s Development Information System (DIS);
  • Develop M&E narrative reports, and other monitoring and evaluation documents upon request;
  • Develop key findings, analysis, recommendations and lessons learned for the project’s team use.

Grants Management:

  • Oversee the implementation of MCI grants in accordance with the Grants Manual and Grant Agreements terms and conditions;
  • Conduct the selection, evaluation and awarding process of the second-round grants program in line with the Grants Manual provisions;
  • Ensure technical monitoring and evaluation of all grants-related aspects;
  • Provide capacity building and organizational support to grantees, as necessary;
  • In collaboration with the Subcontracts and Grants Finance Specialist, ensure that grants are implemented in line with all USAID compliance, reporting, invoicing, and accountability requirements.

 Minimum Required Qualifications:

  • University Diploma in statistics, economics, project management, or a related field;
  • Three years of experience in monitoring and evaluation of projects;
  • Previous experience with M&E and Geographic Information Systems will be considered an advantage;
  • Prior experience in managing donor-funded grants;
  • Experience with capacity building for Civil Society Organizations;
  • Prior experience working with donor-funded projects will be a strong advantage;
  • Ability to work independently under minimum supervision and efficiently coordinate several ongoing tasks;
  • Ability to work under pressure with a positive attitude, as a part of the project team;
  • Advanced competency in using Microsoft Office (Word, Excel, and PowerPoint);
  • Excellent report writing and presentation skills;
  • Fluency in oral and written English, Romanian and Russian.
