Background

The United Nations – Republic of Moldova Development Assistance Framework 2018-2022 (UNDAF) highlights the need for continuous support in promoting democratic governance, justice, equality and human rights, with a particular focus on justice, human rights, empowerment of women and anti-discrimination in the Outcome 1 The people of Moldova, especially most vulnerable, demand and benefit from democratic, transparent and accountable governance, gender-sensitive, human rights and evidence-based public policies, equitable services, and efficient, effective and responsive public institutions. Reform of the Security Sector will contribute to the achievement of the Outcome, as its overall goal is to create a secure environment that is conducive to development, poverty reduction, good governance and rule of law. Achievement of the Sustainable Development Goals (SDGs), UNDP’s central priority, is impossible without secure conditions that foster sustainable human development. UNDP deals with the issue of security sector reform from a human development perspective, while its assistance is guided by the principles of equity and neutrality and the principle of capacity-building, to ensure that the partner institutions are able to sustain key results achieved through the joint efforts. The Project is initiated at the request of the Ministry of Defence and will contribute to the Ministry’s institutional capacity development, the endowment with the modern tools and equipment and strengthening gender equality approach in the sector, the Project will contribute to the implementation of the Sustainable Development Goals (SDGs) targets aiming at ensuring a peaceful development and secure environment for the people of Moldova, along with the targets promoting human rights, gender equality and improving health and wellbeing access. The project will link to Moldova’s international commitments, in particular those related to the participation in the UN Peacekeeping operations, partnership with NATO and UN Security Council Resolution 1325 “Women, Peace and Security”.
The duty station for this position is Chisinau, Republic of Moldova.
Duties and Responsibilities
The Project Associate will contribute to the implementation of the project through the support he\she will be providing to the Project Manager in dealing with administrative and financial aspects of the project implementation. The incumbent will work under guidance and direct supervision of the Project Manager.
The Project Associate will ensure the provision of administrative and financial services of the highest quality and standards. In particular he\she will:
Support the administrative management through:
Provide support to international and national consultants in the implementation of their tasks for the achievement of project results (communication, contracts, agenda, visas, accommodation, etc.);
Assist the Project management in recruitment processes upon request;
Administer maintenance of attendance records for all project personnel, acting as Leave Monitor for the Project, initiation of IC contracts’ extension,
Assist the project personnel in all administrative-related matters, such as logistics support to different events organized by the Project, drafting and translation of the minutes for these events and coordination of field visits and international missions to the Project;
Draft and translate relevant correspondence;
Prepare periodical reports on logistical arrangements and expenses.
Ensure the financial management through:
Ensure compliance with all corporate rules and regulations and donor requirements in the field of financial planning, expenditures tracking, reporting and auditing;
Monitor Project budget expenditures and maintain a proper record of approved Project budgets and their revisions; monitoring of and reporting on payroll expenses;
Prepare requests for payments; ensure the payments are done in accordance with the Project Work Plan and approved budgets;
Prepare proposals for budget revisions based on inputs from other Project personnel;
Prepare and submit expenditure and Project budget status reports;
Prepare periodical procurement and inventory reports;
Prepare recurring reports as scheduled and special reports as required for budget preparations and audit;
Respond to queries from the Government and UNDP with respect to financial aspects of the Project, liaise with UNDP-appointed and external auditors wherever required;
Monitor the cost-recovery charges;
Perform necessary checks of the financial reports submitted by sub-contracted project implementers;
Assist and guide international advisors and national consultants on all aspects of allowances, travel claims and other financial matters and calculate payments due for claims and services;
Calculate and process travel-related entitlements and payments ensuring compliance with UNDP travel policies and procedures;
Create and manage e-requisitions in ATLAS if delegated by the Country Office;
Support the procurement processes by contribution to the development of requirements and ToRs for goods and services, involvement in the proposals’ evaluations and contracts’ negotiation and issuance;
Support the procurement processes through:
Organize the procurement of goods and services in accordance with the Project Work Plan ensuring full compliance with UNDP rules and procedures;
Elaborate the procurement plan for the Project and monitor its implementation;
Arrange for equipment maintenance and insurance, as required;
Clear and ensure delivery of goods procured for the various Project sites;
Maintain an equipment and spare inventory including verification and transfer, when required.
Other duties as assigned.

The key results have a direct impact on the overall successful achievement of the projects. Accurate analysis and presentation of information enhances UNDP’s position as a strong development partner. The information provided facilitates decision-making of the Project Board, the Beneficiary and UNDP management
INSTITUTIONAL ARRANGEMENT
Summary of Key Functions:
Under the guidance and direct supervision of the Project Manager, the incumbent contributes to an effective and efficient implementation of Project through a range of actions contributing to the design, planning, management and monitoring of Project activities. The Project Associate applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations. The Project Associate works in close collaboration with the Project team as well as the team in the Country Office (CO) for effective achievement of results, anticipating and contributing to resolving complex project-related issues and information delivery. The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

Desired additional skills and competencies
Previous experience with USAID/UK GGF/UNDP, and other international organizations is a strong advantage
Required Skills and Experience
Education:
University Degree in Economics, Finance, Accounting, Public Administration or another related field.
Experience:
At least three years of experience in administrative work, accounting/finance, economics, or another substantive area;
Previous experience in development assistance or related work for a donor organization, consulting company, or NGO ;
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of spreadsheet and database packages, experience in handling web-based management systems.
Languages:
Fluency in oral and written English and Romanian.
Working knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gagauzian, Romani, Russian, Ukrainian or sign language would be an asset.
