Minimum Requirements:
Advanced knowledge anduniversity degree in Economic Sciences, International Affairs, Development or other fields relevant for this position;
Professional Experience
Minimum 5 years progressively responsible professional experience at national and / or international level in operational and financial management of development projects or programs;
Thematic Competences
In-depth knowledge and understanding of employment & economic development issues, relevant existing legal framework, national and international development policies and development assistance; good understanding of SMEs situation and policy issues including the related existing legal framework, capacity and commitment to promote gender equality and social inclusion;
Social competences
Excellent interpersonal and communication skills, strategic thinking, networking and representational skills. Experience in working in a multi-cultural and diverse environment; and ability to work both in a team and independently;
Fluent in Romanian, English and Russian (German or French is an asset). Strong computer software skills and proven analytical and writing skills.

TERMS OF REFERENCE
- BACKGROUND
The Swiss Agency for Development and Cooperation (SDC) is part of the Swiss Federal Department of Foreign Affairs. SDC coordinates Switzerland’s development cooperation and humanitarian aid programs all over the world, including Moldova. The technical and financial assistance provided by Switzerland to Moldova is managed by the Swiss Cooperation Office (SCO), which is the country office of SDC and the representation of the Kiev-based Embassy of Switzerland to Ukraine and Moldova.
SDC has been active in Moldova since the year 2000. Until 2008, SDC mainly provided humanitarian assistance for disadvantaged population groups. From 2008 onwards, SDC’s focus shifted to development-oriented interventions. SDC partnered with Moldovan stakeholders at all levels to implement long-term and comprehensive projects in the areas of health, Economic development and employment (EDE), as well as local governance (cooperation program/strategy 2018-2021, extended until end of 2023). In addition, SDC provides grants for small action projects that address development issues in the main fields of the SDC activity, and for culture projects that promote innovation, inclusiveness, diversity, and intercultural dialogue.
- PURPOSE OF THE POSITION
Under the guidance and supervision of the Head of Economic development and Employment sector, the National Program Officer (NPO) will ensure the overall coordination of the interventions related to Economic Development / Employment, in line with the 2018-’23 Swiss Cooperation Programme for Moldovaand in compliance with SDC principles, standards and approaches.
- TASKS
The position includes a mix of programmatic, operational and administrative responsibilities. The following list of tasks is indicative and may be revised and / or amended.
The incumbent will:
- Identify and prepare new EDE projects;
- Ensure effective and efficient results-oriented (programmatic and financial) management, supervision and monitoring of SDC interventions and activities in the field of economic development and employment (EDE);
- Identify opportunities to engage with the private sector in line with SDC's Private Sector Engagement (PSE) guidelines.
- Develop standard internal SDC documents for the projects under the assigned portfolio;
- Review and process project-related documentation (e.g. annual plans of operations, narrative progress results and financial statements, etc.);
- Provide overall strategic guidance,operational support and institutional capacity building to project partners regarding the implementation of ongoing projectsin compliance with SDC Project Cycle Management requirements;
- Ensure a programmatic approach and synergies across Swiss supported projects and programs in Moldova;
- Ensure meaningful mainstreaming of gender equality and social inclusion at all stages of project cycle (planning, implementation, reporting, monitoring & evaluation);
- Enable informed strategic orientation and decision-making with regards to EDE portfolioby systematically monitoring, assessing and updating the SCO management on contextual issues in the sector, needs and top priorities, reforms, progresses and main gaps, as well as interventions of other development partners;
- Participate and contribute to all stages of the SCO country programme management cycle: annual planning, mid-year review, annual report and monitoring of the country context, especially its economic aspects;
- Establish and maintain effective communication and information exchange with relevant authorities, multilateral and bilateral donors, the private sector, civil society organizations and other development partners, in the field of responsibility;
- Prepare and participate in SDC’s policy dialogue with relevant stakeholders;
- Participate and represent Switzerland in relevant sector technical working groups and coordination meetings;
- Observe the economic development and regularly brief the management and team about the development and outlook.
- Contribute to the preparation of communication materials related to the assigned portfolio;
- Maintain a well-organized electronic (E-archives) and paper filed data base of information and reports concerning assigned domain of activity.
- REQUIRED SKILLS, QUALIFICATIONS AND COMPETENCES
- Advanced university degree in Economic Sciences, International Affairs, Development or other fields relevant for this position;

- Excellent oral and written command of English, Romanian and Russian; knowledge of German / French / minority languages relevant for Moldova (Ukrainian, Gagauzian, Romani, Bulgarian, sign language) is considered an asset.
The incumbent is expected to be proactive, well-organized and self-motivated; to have a high degree of independence and initiative; to accept responsibility and accountability for the quality of the outcomes of his/her decisions; and to be committed to SDC vision, priorities and strategic direction.
