Internships (multiple positions) with UNDP Moldova - Accelerating Digital Transformation in Public Sector in the Republic of Moldova Project

The COVID-19 pandemic has revealed the lack of preparedness of the public sector to quickly adapt policies and tools due to lack and low quality of data; to work remotely and online, including in delivery of social services in education, health, mobility and other sectors for specific population groups; and to adapt the performances of services for the economic sectors to the conditions induced by the crisis. One of the underlying causes is the low digitalization of the public sector and its offer.

The current position aims to support to the extent possible the UNDP Moldova’s efforts and interventions in assisting Moldova towards digitalization and digital transformation.

UNDP Moldova, being strategically positioned as an integrator of programmatic solutions with innovative mindset, including bringing forward digital components, would welcome a recently graduated young professional in its Digital Transformation Team.

 Duties and Responsibilities

The intern will work under the supervision of and will report to UNDP Moldova Policy Specialist and Accelerating Digital Transformation in Public Sector Project Manager, depending on the activities the interns are working on.
The intern will work remotely given the Covid-19 pandemics. Upon necessity, the interns can request access to the equipment (PS) necessary to fulfill the assignments under the current internship.
The intern will work collaboratively with other two interns, splitting the tasks based on their availability, interests and competencies.

Proactively support the UNDP Moldova Digital Transformation Team in:

identification of new/emerging opportunities to accelerate progress in area of digital transformation and suggest ways to capture these opportunities;
solid positioning of UNDP versus other development partners, Government and other stakeholders, creating thus ‘new value’ in terms of complementarity with other initiatives and options for digital transformation;
expanding the UNDP’s partnership with Government institutions at central and local levels on the front of digitalization, digital transformation, digitalization of public and local social services, support in digitalization of SMEs and engagement of SMEs and start-up community for accelerated digital transformation of the Moldovan society;
expanding the UNDP’s partnerships with private sector companies and business associations, including private sector companies in telco and other sectors to gain access to new digital tools and instruments, new algorithms and tools that can be used for the purposes of the project;

Additionally, the Intern is expected to assist the Digital Transformation Team in:

implementing of the Digital Readiness Assessment in Moldova;
preparing and implementing of the Innovation Challenge Events;
developing a comprehensive/detailed project work-plans, as well as in monitoring the progress of implementation of project activities;
preparing project progress reports against planned activities;
providing logistical and other type of support in preparation of other events and activities organized by the UNDP Moldova Digital Transformation Team, including knowledge sharing and networking events (mainly online, given the Covid-19 restrictions);
planning and implementing the activities related to the design and operations of the project;
designing and delivering the engaging and meaningful methods for reflection on learning from testing new solutions, approaches, tools, etc.
Support with small data collection through micronarratives questionnaire, data analysis, and participation in sensemaking workshops; Upon necessity, support with written translation (Ro-Eng-Ro) of project related information;
Provide communication related support such as design of web posters, develop short visibility messages;
Apply IT instruments in daily activities, keep searching for and learning new IT instruments which make the daily work more efficient.

Has the ability to perform a variety of specialized tasks in the area of Digital Transformation including support to design, planning and implementation of the Initiative, managing data, reporting;
Adapts flexibly to changing situations, overcomes obstacles and recovers quickly from setbacks;
Focuses on result and has the ability to achieve results and meet strict deadlines in an effective manner;
Consistently approaches work with energy and a positive, constructive attitude;
Tolerates conditions of stress, uncertainty or ambiguity and continues to maintain a positive outlook and to work productively;

 Required Skills and Experience

The applicants will meet one of the following education criteria:

be enrolled in the final academic year of a first university degree programme (such as bachelor’s degree or equivalent), or
be enrolled in a postgraduate degree programme (such as a master’s programme, or higher), or
are recent graduates of a University programme (less than one year of experience) by the time of application
the preferred education focus is: IT, economics, statistics, social sciences, international relations or related areas.


Less than one year of working experience by the time of application. Volunteering experience is an asset.
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
Excellent interactive and interpersonal skills and the ability to work in a multicultural environment;
Good Statistical Background and working experience with statistical analysis, being able to communicate data-driven insights is a strong asset.

Language requirements:

Fluency in oral and written Romanian and English. Knowledge of Russian language is a strong asset.

Candidates who are selected must submit the following documents, upon selection:
Official letter from the University confirming enrollment in their undergraduate or graduate-level degree programme;
Proof of medical and life/accident insurance valid for the location in which the internship will be carried out. Selected intern must have medical and life insurance.

Working arrangements:
Interns may be given a stipend according to UNDP Internship Policy, if it is not financially supported by any institution or programme, such as a university, government foundation or scholarship programme. A stipend intended to help cover basic daily expenses related to the internship, such as meals and transportation at the duty station. The stipend will be paid on a monthly basis and part-time internship arrangements are prorated accordingly.
Interns are responsible for securing adequate medical insurance for the duration of the internship. UNDP accepts no responsibility for costs arising from accidents and/or illness or death incurred during the internship. Interns must provide proof of enrollment in health insurance plan.
Interns are expected to work full time, but flexibility is allowed for education programmes.
Interns are not eligible to apply for, or be appointed to, any post in UNDP during the period of the internship.
Interns are not staff members and may not represent UNDP in any official capacity.
The purpose of the internship is not to lead to further employment with UNDP, but to complement an intern’s studies. Therefore, there should be no expectation of employment at the end of an internship. The intern will be evaluated at the end of the internship.

IMPORTANT: Family relationships are required to be disclosed in order to avoid real or perceived family influence or conflict of interest, within UNDP. If the candidate/ hiring manager has not disclosed that he/she was related to an individual employed by UNDP in whatever contractual modality and irrespective of the nature of the family relationship, this may constitute a basis for withdrawing the offer of internship or, if the internship has started, to terminate it without notice or indemnity.
