Organizational Setting

FAO in partnership with the Government of Moldova is implementing the project “Enabling a policy environment for integrated natural resources management and implementation of an integrated approach to achieve land degradation neutrality in Moldova”.  The main project objective is to support and scale up the introduction of innovative climate-smart agriculture (CSA) practices, and sustainable forest and land management to achieve land degradation neutrality.

Reporting Lines

The incumbent will work under overall supervision of the FAO Representative in Moldova, technical supervision of LTO of the project and the direct supervision of the Project Coordinator in close collaboration with the national counterparts and stakeholders, and implementing partners.

Technical Focus

Technical support in implementation of CSA and Integrated Natural Resources Management (INRM) project activities at national and local level.

Tasks and responsibilities 

·         Collect and verify CSA practices in the pilot area, validate it with potential stakeholders and partners.

·         Prepare a technical publication on CSA practices in Moldova (pilot area)

·         Conceptualize and support the activities related to the implementation of good CSA practices

·         Provide capacity development to natural resource/agricultural departments within district level Public Administration

·         Oversee the preparation of participatory and gender-responsive land-use plans, and their implementation at Project demonstration sites

·         Support field-based M&E, together with local communities, of project environmental and socio-economic impacts

·         Liaise regularly with local public authorities and with PCU and national government;

·         Provide regular feedback and advance warning on conflicts, and assist with conflict resolution

·         Elaborate training and awareness raising materials  on INRM

·         Support in carrying out the training on INRM and LDN for officers from the MARDE, IPASP and MoldSilva

·         Contribute to the conceptualization of the monitoring system on soil quality in the target area

·         Support the PCU in the elaboration of diverse terms of reference and other technical documents

·         Conceptualize the Project’s Farmer Field Schools knowledge sharing approach and supervise the implementation of FFS

·         Collaborate with other project experts to collect lessons learned and support dissemination

·         Contribute to project reports and other technical deliverables

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

·         Master’s Degree in Agriculture, Agronomy, Environment/Natural Resource Management or related fields

·         Five years of progressive experience in technical assistance in the domain of CSA and INRM 

·         Demonstrated experience of working with international donor organizations in the domains of agriculture, implementation of CSA solutions and integrated natural resource management approaches

·         Demonstrated experience with national and local government structures in the domain of technical assistance in agriculture, CSA, INRM and connected fields

·         Demonstrated experience in preparation and implementation of trainings and training programs in the domain of CSA and INRM at local and national levels for government entities, farmer groups, individual farmers and agricultural enterprises

·         Demonstrate previous experience in the implementation of knowledge sharing though Farmer Field Schools approach

·         Familiarity with FAO or other international institutions modus operandi, strong familiarity with computers and Microsoft Word, Excel;

·         Strong ability to work under pressure and against tight deadlines;

·         Strong reporting skills, interpersonal skills, honesty, orientation on achievements;

·         Fluency in oral and written Romanian and Russian.

·         Knowledge of English will be considered a strong asset.
