Organization Description:
International Development Group LLC (IDG) is an international development consulting firm that assists donors, governments, and the private sector to achieve sustainable, broad-based economic development and poverty reduction. IDG is seeking qualified Moldovan candidates for the role of Grants Manager on the Moldova Competitiveness Transition Activity. The Moldova Competitiveness Transition Activity is a Buy-In from USAID Moldova to USAID's Economic Development, Governance, and Enterprise Growth (EDGE) activity in the Europe & Eurasia region implemented by IDG.
The purpose of the Moldova Competitiveness Transition buy-in activity is to help the Government of Moldova (GOM) and key light industry organizations achieve two main objectives: 1) provide economic recovery and post-pandemic support to Moldova's tourism sector and 2) provide bridge support to Moldova's light industry sector (i.e., accessories, apparel, footwear). The buy-in will assist the GOM to maintain efforts towards the strategic global positioning of Moldova tourism sector and will provide institutional support to the light industry through sector-specific strategies with a focus on sustainability, fair trade, digitization, and innovation practices.
The Grants Manager will manage and provide technical and administrative support to the planning, design, oversight, and implementation of grants program funded by USAID to support innovative approaches that will enhance the growth and position of Moldova's tourism industry in the region while bolstering national and regional economic growth and support the efforts of rebuilding and strengthening the Moldovan light industry. The Grants Under Contract (GUC) under the EDGE Buy-In activity will further reinforce USAID's objectives of supporting the journey to self-reliance and locally led development in partner countries.
Given the current circumstances, it is envisioned that the Grants Manager will carry out the work for this assignment completed remotely using web applications for conference calls and meetings.
This is a part-time (approximately 20 hours/week), part-term consulting opportunity and the period of performance of the project is 8 months with a potential for extension. The 8-month period would be from April 2021 to July 2022.
Principal Duties and Responsibilities:
- Technical management, administrative, and other support to the granties during the implementation of grant activities.
- Oversee all grants awarded under EDGE to ensure their award and implementation fully full with USAID requirements.
- Support EDGE technical team in providing grant-related training and other support to grantees, as appropriate.
- Conduct pre-award audits of possible grants and post-award audits during implementation and at close-out.
- Monitor financial management of grant funds to ensure consistency with agreed technical plan and for compliance.
- Monitor technical implementation of grants to ensure timely progress and continued alignment with EDGE objectives, proposed strategy, and work plans.
- Upload and maintain grants files in compliance with USAID rules and regulations and IDG policies/procedures.
- Provide the required monthly, quarterly, and monthly reports, including grants results reporting.
Qualifications:
- Minimum 5 years of relevant professional experience in the field of international development Grants.
- Prior experience implementing, managing, and overseeing USAID grants is preferred.
- Demonstrated knowledge in USAID grants administration, policies, and procedures is preferred.
- Prior experience working on USAID project in a Grants Manager position or a similar capacity is preferred.
- Bachelors' degree in relevant discipline is required.
- Fluency in English is required.
