Organizational context
Pro-Development (PD) is acting as an exclusive implementation agency of Caritas Czech Republic (CCR) in Moldova. CCR is a non-profit organization with field activities in 15 countries (Europe, Asia, Middle East, and Africa) and an extensive social services program in the Czech Republic assisting more than 100,000 clients. CCR is a member of the international network of the Caritas Internationalis and cooperates with a number of international and local partners. CCR activities abroad focus on the health and social sectors and also on developing livelihood for local populations and education of children and adults.
Caritas Czech Republic has been working in Moldova since 2004. It is currently implementing development cooperation projects aimed at developing a model of home care; promoting the inclusion of children with special educational needs in preschool education facilities; prevention of diabetes, and leisure activities for children and youth. In the past, CCR implemented projects supporting children abandoned due to migration, projects supporting small businesses, developing agriculture and projects actively involving civil society in decision-making processes in Moldova. CCR seeks to expand also to other sectors.
Responsibilities
The Project Manager (PM) will be in charge of the project(s), which PD and CCR are jointly implementing in Moldova. The main responsibilities will be as follows:
- Carry out overall management and coordination of the project (i.e. ensuring that the project results and objectives as per project documents are achieved within the given budget and time-plan);
- Plan activities and budget spending;
- Conduct regular internal monitoring and evaluation of the project progress and outcomes (based on the project logframe) and propose a modification of the project's design when needed;
- Manage the project team;
- Coordinate project activities implemented by project partners and carry out their quality supervision;
Carry out sub-deliveries´ management:
- Select external suppliers in line with CCR Procurement Manual
- Prepare respective contracts (in cooperation with a lawyer)
- Ensure that quality of the goods/services delivered meet CCR requirements and the project needs
- Coordinate sub-contractors´ involvement in the project
Perform the following financial tasks:
- Ensure that incurred expenses are eligible
- Prepare budget forecast
- Monitor the project budget spending (including spending in partners´ budget lines) using the financial monitoring table supplied by the HQ Financial Coordinator, and propose remedies in case of overspending or underspending in particular budget lines or in general
- Carry out reporting in line with CCR Monitoring and Evaluation Manual;
- Ensure PR and visibility of the project, donors and CCR in line with respective requirements;
- Identify problems that arise during the project implementation and prepare appropriate remedies;
- Ensure transparent and structured keeping of project documents (internal reports, contracts, materials produced by the project, sources of indicators verification, etc.) in line with given guidelines.
Requirements
Minimum
- University degree
- Experience in project management of at least 3 years
- Experience in project proposal writing and reporting to institutional donors
- Proven experience in managing teams
- Written and spoken proficiency in English, Romanian, and Russian
- Computer literacy, including knowledge of and experience with word processors (MS Word), spreadsheets (Excel), databases (MS Access), and electronic mail
- Good organizational skills and the ability to analyze information
- Motivation, creativity, and ability to work independently
- Ability to work in a diverse team, manage stressful situations and achieve results
