To the interest of all eligible companies and contractors interested in implementing construction measures for the procurement, installation and commissioning of two photovoltaic systems with installed capacity of 10 kW and 15 kW. The final beneficiary of works is ME ”Gospodăria Locativ Comunala Otaci”.  

GIZ Moldova is interested in contracting eligible companies and contractors that qualify to implement the aforesaid works. All activities are to be implemented in the framework of the project “Support in mitigating war-related impacts for water supply and sanitation in the border region of Moldova and Ukraine”.

The intervention is expected to contribute to the reduction of electricity consumption from the public grid, thereby decreasing operational expenditure for WSS service provider. At the same time, the use of renewable energy will support the reduction of greenhouse gas emissions and promote a more sustainable model of operation for water supply and sanitation infrastructure.

The Contractor shall be responsible for the complete implementation of the assignment, including procurement, delivery, installation, testing, commissioning and handover of two photovoltaic systems for the critical water supply infrastructure operated by ME ”Gospodăria Locativ Comunala Otaci”.

The planned photovoltaic systems will be installed at:

• Pumping Station no. 2 – photovoltaic system with an installed capacity of 10 kW;
• Pumping Station no. 3 – photovoltaic system with an installed capacity of 15 kW.

The photovoltaic systems will be installed based on the technical designs developed by Beneficiary. The systems are planned to be mounted on metal support structures, placed on the land plots allocated to pumping station no. 2 and pumping station no. 3. The Contractor shall ensure that the supplied equipment and installation works comply with the approved technical design, applicable Moldovan legal and normative requirements, and relevant EU directives and harmonized standards.

PV-Systems shall be produced in the below list of countries:

1. EU countries

2. States in the course of pre-accession to EU:

• Albania
• North Macedonia
• Montenegro
• Serbia
• Turkey

3. East-partnership countries:

• Armenia
• Azerbaidjan
• Georgia
• Republic of Moldova
• Ukraine

Construction works are expected to be performed and completed approximately until end of 2026.

Technical documentation and Bill of Quantities will be provided to companies shortlisted as a result of this Expression of interest process.

Requirements towards interested applicants and documentation to be provided (for eligibility assessment):

1. Official letter expressing interest in the tender announced, as well as specific type of works / lot(s);
2. Company profile including number of employees (at least 5 persons) (permanent / temporary in total) and number of professional staff qualified to perform the works, with at least one licensed specialised under contract;
3. The chief site supervisor must be authorised by MIRD and should have 10 years of relevant experience.
4. List of similar works performed within last three years, minimum three projects, showing detailed volume of works and total amount of contracts implemented under direct contracting with minimum amount of the contracts 25,000 EUR;
5. Company data including company legal name, full address, contacts (phone, email); name and contacts of the person responsible for the application submitted.
6. Copy of the company Registration certificate in the RM or Extract from related State Registry.
7. Average annual turnover of min. 50.000 EUR.
8. Staff list and CV of key staff Team Leader and Electrician.

The contractor shall be able to provide by his own means the needed construction materials, infrastructure, resources and technical equipment to implement the construction works as specified above.

Application process

Interested applicants shall submit their Expression of Interest (EoI) along with the set of documents mentioned above to the following email address: tenders-giz-moldova@giz.de and no later than 25.09.2026 at 15:00 (GMT+2). The subject line must be clearly marked as follows:

 “10046960 - Expression of interest for the procurement, installation and commissioning of two photovoltaic systems with installed capacity of 10 kW and 15 kW”.

 Important Notes:

• Only applicants fulfilling the requirements listed above will be considered for further tendering processes;
• This invitation shall not be treated as an obligation of GIZ to further commit contractually and/or financially with any of the applicants submitting and EoI;
• GIZ reserves the right to accept or reject any or all EoI(s) or cancel the tendering process at all, without having an obligation to inform the affected interested applicants on the reasons of its decision.

Documents or information outside of that requested above will not be considered and, thus, duly rejected to be assessed as part of the application(s).
