Assignment Title: Consulting services for delivering English language courses for university teachers.
The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds to contract a consulting company to deliver English language courses for university teachers.
The main goal of the English language courses for university teachers is to improve their English skills, which will contribute to enhancing the quality of teaching and research in universities, increase the number of English taught courses, facilitating access to international academic resources, interdisciplinary collaborations, and supporting integration into the global academic environment. The duration of the consultancy is 3 years and is expected to begin in September 2026.

The MoER now invites eligible Consulting Company (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- At least five (5) years of continuous experience in providing English language training services;
- Proven experience in delivering English language courses for adult learners;
- Experience in implementing training programs for universities, public institutions, international organizations, or donor-funded projects;
- Demonstrated operational capacity to manage multiple training groups simultaneously (at least 10 groups with at least 8 participants per group).
- During the last five years, the company should have successfully completed at least two (2) contracts of similar nature and scope involving English language training services where at least one assignment involving a minimum of 100 participants and at least one assignment with a duration of 12 months or longer;
- proven experience in preparing learners for internationally recognized English language examinations, such as: IELTS, TOEFL, Cambridge English Qualifications.
- The Consultant shall demonstrate the availability of qualified personnel with the necessary expertise and experience to successfully implement the assignment. The proposed team shall collectively possess competencies in English language training, educational program management, participant assessment, and quality assurance.
- Availability of space and proper facilities to host parallel groups, face to face and in hybrid mode.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection method set out in the Procurement Regulations.
