The German Development Cooperation through GIZ is looking for a company in the preparation of a portfolio of four funding-ready project proposals (one on sewerage field and 3 on water supply) for the rehabilitation, modernization and development of water supply and sanitation infrastructure in selected LPAs within the project zone in northern Moldova. The project proposals packages shall be developed in line with the requirements of potential funding organizations and shall improve access to safe drinking water and sanitation services, increase resilience of WSS infrastructure, and strengthen local capacities for project preparation and implementation.

The objective of this assignment is to strengthen the capacities of selected LPAs in project preparation in line with the requirements of potential funding organizations (local and international) and to translate the identified needs at local level related to rehabilitation, modernisation and development of water supply and sanitation infrastructure into ready and feasible project proposals packages to be applied to potential funding institutions. The following LPAs were designated by WASSER Project for support: from Ocnița district: Ocnița town – expansion of sewage networks for a neighborhood of the city;  Lencăuți commune (Lencauti and Verejeni villages) in cooperation with Mereșeuca village – ensuring access to drinking water; from Dondușeni district: Arionești village – ensuring access to drinking water; from Soroca district: Tătărăuca Veche commune (Niorcani and Tolocănești villages) – ensuring access to drinking water;

To achieve the objective, the bidder shall perform the following tasks:

• Development of methodology and preparation of the inception report, including the proposed approach, workplan and timeline for implementation of the assignment, agenda, target groups, and implementation arrangements for the validation and endorsement meetings;
• Development of four funding-ready submission packages, including identified local needs related rehabilitation, modernization and development of water supply and sanitation infrastructure, national and international protentional funding opportunities, donor programmes, public investment funds, development partner instruments and other relevant financing mechanisms applicable to WSS infrastructure, sustainable water management, climate resilience and local public service development appropriate for the four selected interventions;
• Development of a financing matrix matching each project concept with the most relevant funding opportunities;
• Development of a project pipeline (a list) for the four selected interventions, structured according to their level of maturity, technical feasibility, expected impact, readiness for financing, availability of required documentation, institutional preparedness and probability of successful funding.
• Preparation funding-ready submission packages for each of the four selected interventions, adapted to the requirements of the most suitable financing sources identified under the financing pipeline.
• Organization and facilitation of meetings with the relevant stakeholders to present, discuss, collect opinions/feedback for improvements and validation of four funding-ready project proposals packages;
• Finalization and presentation of results.

The tender is open to private companies, public institutions, non-governmental organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova.

A successful bidder is expected to meet at least the following requirements:

• Prove to be a legal entity registered in the Republic of Moldova,
• Provide excellent in-house expertise in WSS sector, in project development and planning, in preparation of technical assessments, technical audits or infrastructure documentation, as well as solid backstopping support,
• Provide one coordinator to manage all assignment related tasks and activities and be the project’s contact person,
• Provide track record of working with the development organizations in MD.
• Comply to the principles of Quality Management regarding the organization and implementation of consulting services.

Offers must be prepared in English or Romanian.

Proposals must be submitted in two parts, consisting of:

• Part 1: Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables
• Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT 0.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
