The Republic of Moldova has received financing from the European Investment Bank toward the cost of the Fruit Garden Project (in amount of 120mln EUR), and intends to apply part of the proceeds toward payments under the contract for provision of: Works for partial renovation and modernization of the premises and internal engineering networks of the basement and the 2nd floor (stage 1) of the building with cadastral no. 0100201.522.01, located at: 100 Ialoveni Str., Chisinau city for the final beneficiary National Institutute for Applied Research in Agriculture and Veterinary Medicine (INCAAMV). The works are procured within the Investments in Infrastructure Component of the “Fruit Garden of Moldova” Project.
- The implementing agency/ Employer - Consolidated Unit for Implementing and Monitoring the Wine Sector Restructuring Program (UCIMPRSVV) now invites sealed Bids from eligible Bidders for provision of “Works for partial renovation and modernization of the premises and internal engineering networks of the basement and the 2nd floor (stage 1) of the building with cadastral no. 0100201.522.01, located at: 100 Ialoveni Str., Chisinau city, final beneficiary National Institutute for Applied Research in Agriculture and Veterinary Medicine (INCAAMV).
- Contract implementation period is up to 7 months from contract signing date. Bids shall be valid until June 15, 2026.
- Bidding will be conducted through National Competitive Bidding using a Request for Bids (RFB) and is open to all eligible Bidders as defined in the EIB Guide to Procurement (https://www.eib.org/attachments/strategies/guide_to_procurement_en.pdf ).
- The Bidder shall furnish documentary evidence demonstrating that it meets the following Qualification Requirements (the complete list of qualification requirements is provided in the Tender Document)
Financial Situation:
(i) The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated to 4 mln MDL (or equivalent in EUR/USD) for the subject contract net of the Bidder’s other commitments.
(ii) The Bidders shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments.
(iii) The Bidder shall submit the audited balance sheets or financial statements acceptable to the Employer, for the last 5 years (2025, 2024, 2023, 2022, 2021), that must demonstrate the current soundness of the Bidder’s financial position and indicate its prospective long-term profitability.
(iv) Minimum average annual construction turnover of 8 mln. MDL (or equivalent in EUR or USD, calculated as total certified payments received for construction contracts completed within the last 5 years (2025, 2024, 2023, 2022, 2021).
Experience:
(i) Experience under construction contracts in the role of prime contractor starting 1st January 2020.
(ii) A minimum number of 3 construction contracts that have been satisfactorily and substantially completed as a prime contractor starting 1st January 2021, that include similar works, each of minimum value of 7 mln MDL (or equivalent in EUR / USD);
- Interested eligible Bidders may request an electronic copy of the bidding documents from: UCIMPRSVV, Attn. Procurement Department; Email: office@winemoldova.md. The Bidding Documents are provided free of charge (in electronic format) and shall be sent via e-mail, upon written request (to the e-mail mentioned above). Firms originating from all countries of the world are eligible to submit bids under this RfB.
- Bids must be delivered on or before hour 00 (MD time), April 09, 2026, to the following address: UCIMPRSVV, Procurement Department, 18 Calea Basarabiei str. (yellow building), MD-2023, 2nd floor, Chisinau city, Republic of Moldova.
Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address above (point 5), at hour 13.00 (MD time), April 09, 2026.
- All Bids must be accompanied by a Bid Security of 100.000,00 MDL (or equivalent in EUR or USD). Bid Security shall be valid until July 14, 2026.
