The German Development Cooperation (GIZ) is seeking to contract a company to support the State Chancellery in Strengthening and piloting EU-aligned public consultation practices at local level. The services within the assignment will be provided in the period between April 2026  – December 2026.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

For the Terms of Reference (ToR), supporting docs and eventual questions, please address a message to the

e-mail: tenders-giz-moldova@giz.de indicating the tender number in the message title, not later than 18.03.2026, 15:00 h Chisinau local time.

The tender is open to private companies resident in the Republic of Moldova, registered and operating in accordance with the legislation of the Republic of Moldova.

The successful application shall include:

1. Technical Proposal, containing (in a separate document):

A brief company profile (maximum two pages) shall be submitted, including relevant references to similar assignments implemented within the last three years.

The tenderer shall demonstrate correspondence with the specific requirements towards the bidders, relevant institutional experience in implementing assignments related to public administration reform, local governance, public consultation, participatory processes, or capacity development for public authorities, including experience in organizing training events and managing the logistical arrangements of public or capacity development activities. The company shall also demonstrate its capacity to mobilize and make available the experts required under this Terms of Reference for the full duration of the assignment.

The technical offer shall not exceed 10 pages (excluding company profile, CVs and annexes) and shall include:

• Understanding of the assignment and objectives;
• Proposed methodology and approach for the implementation of the activities;
• Proposed work plan and timeline;
• Description of the proposed team and division of responsibilities among experts.

CVs of the proposed experts

• The CV submitted for each expert shall have a maximum of four pages;
• CVs shall clearly demonstrate compliance with the required qualifications and experience specified in the Terms of Reference;
• Relevant references to previous assignments similar to the present assignment shall be included.

2. Financial Proposal (in a separate document):

The financial proposal shall be submitted in MDL, (VAT 0) separately from the technical offer. The financial proposal shall be according the prices schedule template. All costs related to the implementation of the assignment shall be included in the financial offer

All personal data are for the internal use of GIZ, confidentiality is guaranteed.

Bid’s evaluation will be performed based on the ratio 70% for the technical proposal and 30% for the financial offer. Shortlisted applicants might be asked for an interview and additional information.

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9^th floor – indicating the tender number 7000002267, not later than 20.03. 2026, 15:00h Chisinau local time.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
