The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Moldova is seeking under the Energy Efficiency and Renewable Energies for Moldova (E4M) project a service provider to provide targeted support and capacity-building to Homeowners Associations (HoA) in Moldova. The main services within the assignment will be provided in the period between November 2025 – June 2026. The selected service provider will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

 The successful application shall include: 

1. Technical Proposal, containing (in a separate document): 

• Profile of the Bidder and Past Performance
• Technical-methodological concept
• Personnel Assignment Plan (incl. CV)

2.  Financial Proposal, containing (in a separate document): 
   
   

• Detailed financial proposal/budget including a transparent breakdown of costs. The proposal must follow the parameters set out in Chapter 5.3: Costing Requirements of the ToR, VAT 0%.

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9^th floor – indicating the tender number 83501463 not later than 03.11.2025, 15:00 Chisinau local time.

Bid’s evaluation will be performed based on the ratio of 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
