The German Development Cooperation through GIZ is seeking to contract an entity or a consortium of entities to provide services of designing and organizing the National Competition on European Union Law for students within the EU Integration Support Project (EUISP). The services within the assignment will be provided in the period between September – November 2025.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The tender is open to service providers resident in the Republic of Moldova, registered and operating in accordance with the legislation of the Republic of Moldova.

The selected service provider must demonstrate the capacity to design, coordinate, and implement a professional-level national competition on EU law targeting law students, universities, and legal education stakeholders. The provider should meet the following criteria:

• Relevant Experience: At least five years of demonstrated experience in organizing high-level educational or competitive events, including international workshops, competitions, mock trials, or professional training programs, ideally in the fields of law, justice, EU integration, or higher education.
• Subject Matter Familiarity: Proven knowledge of EU law, EU institutions, and EU accession processes, with experience in legal education, public institutions, or reform-related initiatives.
• Network of Experts: Ability to engage and coordinate with relevant national and international experts, jurists, judges, and EU law practitioners, including mentors and jury members with experience in EU institutions or international courts.
• Logistical Capacity: Demonstrated ability to handle all logistical aspects of multi-phase competitions, including venue selection, participant registration, travel and accommodation coordination, catering, technical equipment, and interpretation if needed.
• Communication: Capacity to manage communications, visibility, and media engagement before, during, and after the competition, ensuring alignment with GIZ, EU, and national visibility guidelines.

The successful application shall include:

• A concept describing the bidder’s understanding of the assignment and outline a clear methodology for organizing the event(s). It must include an implementation plan, speakers and participants engagement strategy, risk management approach and relevant institutional experience.
• Brief outline of team composition and CVs of proposed staff to be involved in the project’s activities according to the requirements described.
• Copy of the offeror’s registration certificate in the Republic of Moldova.
• Copy of the latest financial report.

2. Financial Proposal, containing (in a separate document):

• Financial offer shall include a breakdown of amounts for the deliverables required under point 3 of the ToR, as well as the total budget expressed in MDL, VAT 0.

All personal data are for the internal use of GIZ; confidentiality is guaranteed.

Bid’s evaluation will be performed based on the ratio 70% for the technical proposal; and 30% for the financial offer.

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9^th floor – indicating the tender number 83496639, not later than 10 September 2025, 15:00 Chisinau local time.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
