Tender no. 83482496 for contracting of a short-term expert to provide expertise in the process of digitalization for the Ministry of Agriculture and Food Industry
The German Development Cooperation through GIZ is seeking an individual expert to provide expertise in the process of digitalization for the Ministry of Agriculture and Food Industry, within the Policy Advisory Fund project. The services within the assignment will be provided in the period between February – June 2025.
The selected expert will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The short-term expert shall meet the following criteria and qualifications:
Qualification and skills
- Master's degree in agriculture, digitalization, public administration, information technology, or a related field.
- Proven ability to conduct in-depth research, analyze complex issues, and provide clear, concise written reports and recommendations.
- Strong regional and local contacts, with the ability to reach out to key stakeholders, including government representatives, international organizations, and the private sector.
- Excellent command of Romanian and English, both written and spoken, to ensure effective communication with diverse stakeholders.
- Experience in working with digital tools and platforms relevant to agriculture and public administration domain.
Professional experience
- At least 10 years of professional experience in the fields of agriculture, digitalization, public administration, or EU integration, with a focus on the implementation of digital systems or public sector reforms.
- At least 7 years of proven working experience in supporting governmental institutions or public sector organizations in the development, implementation, or monitoring of digital strategies and systems, especially in the agricultural sector or rural development.
- Proven strong previous work in agriculture-related projects or EU agricultural policy frameworks.
- Deep understanding of the agricultural sector, including its regulatory framework, funding mechanisms, and challenges.
- Strong competence in legislative drafting and the interpretation of the EU acquis.
- Knowledge and experience in aligning national policies and systems with EU regulations, particularly in areas related to agriculture, digitalization, and public administration.
- Familiarity with government procedures, policies, and decision-making processes, particularly in legislative drafting and policy implementation, and the ability to work within the government’s institutional framework to facilitate change and digitalization efforts.
The successful application shall include:
1. Technical Proposal, containing (in a separate document):
- Detailed CV and maximum 2 pages of Motivation letter.
2. Financial Proposal, containing (in a separate document):
- Financial offer shall include a breakdown of days per each deliverable to be submitted, the gross daily rate in MDL and the total amount per up to 65 workdays of assignment.
All personal data are for the internal use of GIZ; confidentiality is guaranteed.
Successful offerors will be further asked for additional documentation such as a copy of ID, bank data and other, as might be required for the contracting. The successful finalist will be issued a short-term consulting contract.
Applicants shall hold the Moldovan citizenship for a period of at least 6 months at the date of application.
Bid’s evaluation will be performed based on the ratio of 70% for the technical proposal and 30% for the financial offer. Shortlisted candidates might be asked for an interview and additional information.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
