Activity Title: “Super ESCO Program: Improvement of Energy Efficiency in two kindergartens in the Municipality of Chisinau, Moldova”

The Moldova Energy Security Activity (MESA), funded by United States Agency for International Development (USAID) and implemented by Tetra Tech ES, Inc. is working to strengthen Moldova’s energy security by: (1) advancing physical and market integration of the Moldovan energy sector with Europe; (2) increasing renewable energy integration; and (3) increasing investment in energy efficiency and domestic power generation, particularly through increased adoption of renewable energy technologies (4) deploying technology solutions and equipment to increase resilience of Moldova’s power system and (5) deploy critical flexibility assets for frequency control reserves (FCR) and automatic frequency restoration reserves (aFRR) that will increase the reliability and stability of Moldova’s transmission system.
Tetra Tech ESI Inc. (hereinafter referred to as “Tetra Tech” or “Client”) invites eligible companies (hereinafter referred to as “Bidders”) to compete for the Contract contained in Attachment A of the RFP-MESA-2024-026.
The kindergarten no. 20 “Vasile Lupu str. 21” and kindergarten no. 215 “31 august 1989 str. 94” (hereinafter referred to as “Facilities” or “Buildings”) are selected buildings for the second tender of the pilot phase of the Super ESCO Program for energy efficiency (EE) improvement in public buildings through Super ESCO mechanism. The Contract is an Energy Performance Contract (EPC), tailored for the pilot phase, to achieve agreed energy savings level through the implementation of activities as defined below (hereinafter referred to as “Project”), and thus to ensure optimum energy consumption in a building, and compliance with the normative indoor conditions. Such EPC concept meets required commercial, technical and environmental standards.
The Project will be implemented in two stages:
- Stage 1 “Works”: Implementation of Works in the Facilities that includes the implementation of preparatory measures, energy efficiency measures (EEMs), energy generation from renewable energy sources (RES) and non-energy efficiency measures (non-EEMs).
- Stage 2 “Services”: Implementation of Services in the Facilities that includes measurement and verification (M&V) services and maintenance of the buildings elements for which works have been implemented to ensure achievement of agreed energy savings level.
