Tender 83475647 for contracting of Data Analyst/Mo&E to support the working groups in creation of the vision for LPA amalgamated municipalities
The German Development Cooperation through GIZ is looking for data analyst being responsible for data collection and processing, provide data management support in the process of vision building for amalgamated LPAs within the project Attractive and efficient public administration in Moldova (AEPA). The services within the assignment will be provided in the period November 2024 – April 2025.
The data analyst will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The short-term expert shall meet following criteria and qualifications:
Qualification and skills
- A bachelor’s degree or equivalent in a quantitative field such as statistics, mathematics, computer science, economics, information technologies.
- Excellent research, analytical and writing skills;
- Ability to reach out to key stakeholders;
- Excellent command of Romanian, Russian, English;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.)
General professional experience
- Five years of relevant working experience in the field of data processing or Monitoring and Evaluation.
Specific professional experience
- Experience in data manipulation tools, data visualization, data management.
- Experience working within donors financed projects for 3 years.
- Strong understanding of the local public administration sector, Law on voluntary amalgamation no. 225/2023, Government Decision on amalgamation no. 925/2023
- Previous experience in vision building for LPA.
The successful application shall include:
1. Technical Proposal, containing (in a separate document):
- Detailed CV with all contact details, including references to similar assignments and professional experience,
- Letter of interest, including a brief statement of understanding the assignment’s expectations (up to 2 pages).
2. Financial Proposal, containing (in a separate document):
- The gross daily rate, as well as a total estimated budget for up to 41 expert-days of assignment, expressed in MDL.
All personal data are for the internal use of GIZ; confidentiality is guaranteed.
Successful offerors will be further asked for additional documentation such as copy of ID, bank data and other, as it might be required for the contracting. The successful finalist will be issued a short-term consulting contract.
Applicants shall hold the Moldovan citizenship for a period of at least 6 months at the date of application.
Bid’s evaluation will be performed based on the ratio 70% for the technical proposal and 30% for the financial proposal. Shortlisted candidates might be asked for an interview and additional information.
