The German Development Cooperation through GIZ is looking for a company or a consortium of companies able to elaborate a study on the Business Process Outsourcing (BPO) market for policy development, within its “Strong Businesses and Communities for Moldova” project.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of this assignment is to support the Moldova Information Technology Park (MITP) and the Ministry of Economic Development and Digitalization (MEDD) by conducting a comprehensive study of Moldova`s BPO sector and proposing policy improvements to drive the sector growth.

To achieve the objective, the company shall perform the following tasks:

1. Draft, elaborate and design a study that will focus on:

• Comprehensive BPO market screening report, with a focus on jobs and BPO activities that generate the highest added value to the economy.
• Identification and review of policy constraints.
• Research on success stories from comparable countries.
• Insights from industry stakeholders.
• Analysis of academic programs aligned with industry needs.
• Exploration and assessment of regional development potential for the sector.
• Conclusions and next steps to improve the BPO sector in the upcoming years.

2. Share and consult the elaborated drafts with GIZ project team together with MITP.
   • During the entire process, the service provider will ensure technical input on all aspects related to the draft of the study and policy proposals.
3. Deliver the final research and present it.

The tender is open to private companies, public institutions, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer.

Offers must be prepared in English or Romanian.

Proposals must be submitted in two parts, consisting of (all according to TOR):

• Part 1: Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables
• Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT 0.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.
