HELVETAS launches National Tender for Procurement of electric heating system for vineyards
HELVETAS Swiss Intercooperation in Moldova is implementing the OPTIM project, supported by the Swiss Agency for Development and Cooperation, that aims to assist farmers and agricultural businesses in adopting modern, efficient agricultural practices and new production technologies.
The OPTIM project’s initiative “Innovative and Sustainable Agriculture Practices” aims to introduce and promote the adoption of Climate Smart Technologies. In this context OPTIM is looking for environmentally friendly, electric protection solutions for vineyards against frost hazards, as frost is one of the greatest challenges for vine growers in Moldova. Non-heated grapes can suffer considerable inflorescence damages (up to 50%), whilst heated grapes can dramatically improve protection of harvest loss or damage and reduce the losses to around 10%. This technology also should serve as a basis for studies of its efficiency for different table grape varieties required by international markets.
OPTIM launches this call to award beneficiaries to contract a company to design and install an electric protection solution for vineyards in Central region of Moldova. The system will be installed for two separated parcels, each with the following setup:
- Parcel one: table grapes, 1-year-old plantation, surface 1.7 hectares, distance between plants – 2 meters, distance between rows 3 meters, in total: 44 rows (each 116 meters);
- Parcel two: table grapes, 5-year-old plantation, surface 1.65 hectares, distance between plants – 2 meters, distance between rows 3 meters, in total: 45 rows, (10 rows - 123 meters, 10 rows - 128 meters, 11 rows – 133 meters, 14 rows – 85 meters);

- Maintenance and Support
- Documentation and necessary permits for Moldova

Submission of offers
The offer must contain 1 original.
Offers must be submitted using the standard forms provided by the HELVETAS Swiss Intercooperation Zurich Sucursala Chisinau (PART 1 and PART 2), in hard copy format only. Offers must be submitted using the double envelope system: the outer parcel or envelope shall be marked as PRF title: Procurement of electric heating system for vineyards, Ref: NT0012024. This shall contain two separate, sealed envelopes, one bearing the words ‘Envelope A’ and the other ‘Envelope B’.
Envelope A shall contain PART 1 – Application Package and Technical offer
Envelope B shall contain PART 2 - Financial offer
The Financial offer must be presented in EUR. The fees proposed in this offer should be all inclusive; the contractor will cover all costs to perform their tasks (e.g. office accommodation, transport, internet access and equipment, administrative and secretarial support, interpretation etc.). HELVETAS Moldova is exempt from VAT, thus the fees offered should be without VAT. The supplier/contractor is responsible for all other taxes and duties in compliance with the legislation of the Republic of Moldova.

Deadline for offer submission is 28.08.2024, 17:00 (Chisinau local time).
Offers submitted after the deadline mentioned under point 2 Timetable of this ITB will not be considered.
