Tender no. 83466707 Organisation of local study visits
The German Development Cooperation through GIZ is looking for a company to support the organisation of two local study visits within its “Strong Businesses and Communities for Moldova” project.
The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of the assignment is to familiarise participants with good practices and lessons learned in the delivery of public services related to water supply and sanitation (WSS) and solid waste management (SWM), to raise awareness and mobilize communities, as well as engage in the decision-making process. The service provider will identify and propose local public authorities and service operators, including civil society organisations that implemented successful projects in the field of WSS and SWM that led to improvements in service delivery in the above-mentioned sectors, enhanced transparency and accountability, and empowered citizens to participate in the decision-making process related to the local investment projects.
The service provider will propose a detailed concept and draft agenda which should include the itinerary to the LPAs that have successfully implemented projects that improved service delivery in WSS and SWM sectors.
The service provider will accompany the group throughout the entire study visit period, will organise online preparatory information meeting with selected participants; if necessary, will provide support for the preparation of PowerPoint presentations, and offer any necessary explanations etc., all of which should contribute to the successful organisation of the study visits.
The study visit will be organised for two groups (one in WSS, and one in SWM) up to 25 persons, 50 people in total. The period of assignment is June – November 2024.
To achieve the objective, interested bidders can submit their application, consisting of (please also see the ToR):
- Technical offer, containing (i) the experience of the company, (ii) the concept and proposed methodology, (iii) work plan, (iv) certificates and authorizations confirming the permission to carry out the requested activities, and (v) key experts/personnel.
- Financial offer, expressed in Moldovan Lei, VAT 0.
Offers must be prepared in English or Romanian.
The tender is open to private companies, public institutions, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer.
Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83466707) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chisinau) not later than 19.06.2024 time 15:00.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
