TERMS OF REFERENCE

for the selection of a seed mixture supplier for the rehabilitation natural vegetative cover and soil productivity within the project Modernization, innovation and use of knowledge for the milk sector in the Republic of Moldova- MILK

1. Background:

The activity, implemented by People in Need Moldova and funded by the Czech Development Agency, will last 30 months and the direct beneficiaries will be cattle breeders and milk processors in the northern districts of the country.

The project is carried out in the period 01.07.2022 - 30.12.2024, within the framework of activities related to Modernization, innovation and knowledge utilization for the milk sector in the Republic of Moldova, funded by the Czech Development Agency and implemented by People in Need Moldova (PIN).

2. Objective of the competition:

To select a supplier to provide multi-annual grass seeds for pasture rehabilitation as well as seeding services for 60 hectares of pastures in 5 localities in Moldova.

4. s. Hiliuți, r. Rîșcani
5. s. Mihălășeni, r. Ocnița

Implementation period: March – April 2024

3. Deliverables:

1.            Supply of quality multiannual grass seeds for increasing milk productivity in cattle;

2.            Ensuring delivery of seed to the localities specified by the beneficiary within the set terms;

3.            Provide field seeding services with specialised grass seeders;

4.            Providing training to the beneficiary's staff for future seed sowing and pasture care;

5.            Providing technical advice and support for the maintenance and management of pastures in the post-sowing period;

6.            Ensuring the quality of seed and sowing services;

7.            Ensuring effective and transparent communication with the beneficiary on pasture delivery, sowing and management;

8.            Ensure good coordination with the beneficiary and the project implementation team to ensure the success of the activity.

4. Application process:

Interested applicants will submit their proposals which must include:

- Name of products and services offered;

- Quantity offered for each product and service;

- Unit price for each product and service;

- Total amount for each product and service.

Note: Tenders must be expressed in Moldovan lei without VAT.

5. Selection process:

The selection process will proceed as follows:

• Applicants are requested to submit an expression of interest at the latest by deadline of February 15th, 2024 to tender.moldova@peopleinneed.net
• Subject: “Seeds for pasture revitalization MILK Project”.
• The applicants will be assessed by an Evaluation Committee against the criteria listed in the section 5. PIN reserves the right to enter into a negotiation with the candidates on the financial offer proposed by them, before finalizing the selection process.

Cumulative analysis

The award of the contract shall be made to the consultant/team whose offer has been evaluated and determined as:

a) responsive/ compliant/ acceptable, and

b) matching technical and financial criteria specific to the solicitation.

Only offers who match all the criteria from the Technical evaluation qualify for the Financial evaluation.
