UNICEF Moldova invites interested companies to submit their proposals for an Institutional Consultancy for developing a School Guide on Career Counselling

Purpose of the institutional consultancy

The primary purpose of the institutional consultancy is to empower Moldovan schools with enhanced career guidance services to better prepare pupils for future educational and vocational opportunities, and meet the demands of the labour market, thus contributing to a more resilient education system.

Objectives of the institutional consultancy

The objective of the institutional consultancy is to provide qualified assistance to MER and UNICEF for the development of the School Guide on Career Counselling. The practical and user-friendly School Guide on Career Counselling will serve as a valuable resource for school psychologists, teachers, and pupils across Moldovan educational institutions. The guide will serve as a critical tool to improve career development and decision-making among pupils, empowering them to make informed choices about their future.

Details of how the work should be delivered

To achieve the planned objectives, the company will:

  • Conduct in-depth analysis to assess the current state and needs of career guidance services within Moldovan schools, identify gaps, challenges, and opportunities for improvement, as well as reflect on innovative approaches and best international practices to provide enhanced career guidance services and improved content to match the needs of the pupils. The analysis report will include the proposed outline and structure for the School Guide on Career Counselling
  • Develop the first draft of the School Guide on Career Counselling. This activity will imply collaboration with MER to ensure alignment with national educational goals and policies. The document will contain engaging, informative, and innovative content that addresses the specific needs of pupils, teachers, and psychologists including practical tools and best practices. The content will be structured to provide career guidance to pupils from primary, secondary, and high school education. The guide will also include valuable tools and resources to be utilized by teachers and psychologists to deliver effective career guidance
  • Select three schools to pilot and test the guide's content and materials. Collect feedback from pilot schools (pupils, teachers, psychologists) to make necessary revisions and improvements
  • Consult and validate the developed guide with MER, UNICEF, and other relevant stakeholders within a face-to-face or on-line meeting (as deemed appropriate)
  • Incorporate feedback and recommendations received through the consultation from pilot schools, MER, UNICEF into the final version of the guide
  • Produce and submit the final document of a well-structured and visually appealing School Guide on Career Counselling                                                           

 

Qualifications and experience

Institution

  • Minimum of 3 years of experience in quantitative and qualitative research, evaluation, and development of documents in education, including guides, studies, etc.
  • Previous experience in relevant areas (samples of previous work, copies of report summaries will have to be presented)
  • Previous work with UNICEF or other UN agencies is an asset
  • Contractor must guarantee timely delivery of products and be flexible enough to adjust to UNICEF needs and expectations. 

 

Minimum requirements for the team members 

The service provider will provide CVs for all key members corresponding to the following requirements:

Team Leader:

  • University degree in Education, Social Sciences, or another relevant domain
  • At least 3 years of experience in leading and management of relevant professional activities in the education field
  • High level of analytical skills (copies of previous works/projects involving multidisciplinary teams to be provided)
  • Experience in working with the Government of Moldova and/or UNICEF or other UN Agencies will be an asset
  • Excellent technical writing skills in Romanian and Russian

Consultants in the team (at least 1 consultant):

  • University degree in Education, Social Sciences, or another relevant domain
  • At least 3 years of experience in designing, managing, implementing and/or piloting relevant activities in education and curriculum design
  • Experience in working with the Government of Moldova and/or UNICEF or other UN Agencies will be an asset
  • Excellent technical writing skills in Romanian and Russian

 

The submission consists of Technical and Financial Proposals, which must be completed, signed and returned to UNICEF Moldova as proposed in the attached Request for Proposals for Services (LRPS-2023-9186991) document.

 

Submission instructions:

  • Bid Submission Deadline: 7 December 2023 11:00 (EET/Moldova time), please note any Bids received after the Submission Deadline will be invalidated.
  • Bid clarifications. Proposers are required to submit any questions in respect of this RFPS by e-mail to Cristina Dorogan at cdorogan@unicef.org. The deadline for receipt of any questions is 5 December 2023, 17:00 (EET/Moldova time).
  • The only official tender e-mail address for proposals submission is: chisinautenders@unicef.org, no other UNICEF e-mails must be cc-ed.
  • Proposals sent in 2 separate e-mails: one e-mail with Technical Proposal and another separate e-mail with the Financial Proposal.
  • No price information should be contained in the Technical Proposal.
  • Request for Proposals for Services Form (pages 3-5 of the LRPS-2023-9186991 document) must be filled and signed and included in the Technical Proposal e-mail/envelope.
  • Please pay attention: by answering YES to the Declaration statements (included in the Request for Proposals for Services Form) it means you didn't participate in the listed actions, by answering NO it means you did participate in the listed actions.
  • All Technical/ Financial Proposals files included in the email, no external links.
  • Proposals clearly marked with the RFPS number: LRPS-2023-9186991 in the e-mail title or on the envelope.
  • Validity period of the proposal - not less than 120 days.
  • Joint venture/consortium/subcontractor arrangements are addressed in the Technical Proposal.
  • Currency of the proposal- USD.
