UNICEF Moldova invites interested companies to submit their proposals for Engineering Services for the Reconstruction (Construction) of Barnahus in Moldova

The objective of this solisitation is to identify a suitable engineering firm for the procurement of engineering services required for this construction project. 

• Bid submission deadline is 28 November 2023, 11:00 Hrs. (EET time/Moldova time)
• Proposals to be submitted to chisinautenders@unicef.org in 2 separate e-mails: one e-mail with the Technical Proposal and another e-mail with the Financial Proposal. No price information should be contained in the Technical Proposal.

The scope of engineering services is divided in 2 packages:

Package 1 includes site assessment, design and technical documents and technical support to procurement, please find details in Annex E, Design Assignment.

Package 2 includes quality assurance and site supervision.

Each package is described in detail in Section 4 Expected Deliverables of the ToR RFP (Annex B). The contract will be signed with a selected engineering firm for Package 1 and Package 2.

To apply, the following documents should be submitted in the Technical Proposal before the deadline:

▪ The Potential Bidder must be registered as an engineering firm in Moldova. Technical Proposals shall include copies of original documents defining the constitution or legal status of the company, place of registration, and principal place of business.

▪ Copy of curriculum vitae (Maximum two (2) pages) or description of qualification, including qualification certificates, of key personnel requested in Section 6 involved in providing the relevant service. UNICEF may conduct reference checks on the key personnel during the evaluation process

▪ Reports on the financial standing of the Potential Bidder, such as profit and loss statements and auditor’s reports for the past three years.

 Checklist:

• Proposal sent before the deadline! Bid Submission Deadline: 28 November 2023 11:00 (EET), any Bids received after the Submission Deadline will be rejected.
• Bid clarifications. Proposers are required to submit any questions in respect of this RFPS by e-mail to Radu Bradescu at rbradescu@unicef.org. The deadline for receipt of any questions is 23 November 2023, 17:00 (EET).
• The official tender e-mail address for proposals submission is chisinautenders@unicef.org, no other UNICEF e-mails must be cc-ed.
• Proposal sent in 2 separate e-mails: one e-mail with the Technical Proposal and another e-mail with the Financial proposal.
• Request for Proposals for Services Form filled and duly signed (pages 3-5 from the RFP document) and included in the Technical Proposal e-mail.
• No price information should be contained in the Technical Proposal.
• All Technical/Price Proposals files included in the email, no external links. In case the size of the files is too big, the Proposal can be sent in several e-mails appropriately named: “LRPS-2023-9186345, Company Name, Technical Offer 1”, “LRPS-2023-9186345, Company Name, Technical Offer 2”, etc.
• Proposal will include all the annexes attached to the Terms of Reference (ToR RFP).
• Proposals are clearly marked with the RFP number: LRPS-2023-9186345 in the e-mail title.
• Currency of the proposal- USD or MDL only.
• Validity period of the proposal- not less than 120 days.
