USAID Rural Competitiveness and Resilience Activity (RCRA) is a USAID program implemented by Chemonics International in the Republic of Moldova. The goal of the RCRA is to stimulate a sustainable and inclusive recovery from the regional crisis brought on by the latest Russian invasion of Ukraine and accelerate an inclusive, climate-resilient economic development of rural Moldova by protecting the development gains made with USAID support over the past decade and further stimulate the competitiveness of key economic sectors, including the wine industry, high-value agriculture, and tourism.

As part of project activities, RCRA requires the purchase of as-needed Social Media Campaign (SMC) services. The social media campaigns will target the audience inside and outside of Moldova, and will be designed to demonstrate the RCRA’s support to the economic development of rural Moldova, and to inform the public about the issues the project is focusing on during its implementation as well as the impact of its work within the targeted sectors: high-value agriculture sectors, including horticulture, honey, and organic agriculture; the wine industry; and Moldova’s nascent tourism sector. The campaigns will be run primarily on Facebook and Instagram for 12 months upon the agreement’s signature.

The selected offeror will be responsible for the following tasks:

  • Development of social media campaigns concepts and action plans according to the RCRA brand book.
  • Development of content for social media campaigns.
  • Management of social media campaigns (including posting, paid boosts, and fine-tuning ad-buying strategy as needed).
