Development of Automated Information System Monitoring and Evaluation of RCRA Project Activities (MEL System)

USAID Rural Competitiveness and Resilience Activity (RCRA) is a USAID program implemented by Chemonics International in the Republic of Moldova. The goal of the RCRA is to stimulate a sustainable and inclusive recovery from the regional crisis brought on by the latest Russian invasion of Ukraine and accelerate an inclusive, climate-resilient economic development of rural Moldova by protecting the development gains made with USAID support over the past decade and further stimulate the competitiveness of key economic sectors, including the wine industry, high-value agriculture, and tourism.

The project aims to digitize the events and actions of the project activities, planned, ongoing and completed by adding established features, recording milestones, digitizing, and documenting, setting performance indicators, and generating dedicated reports or selecting specific lists with the application of information on the regional map of the country.

As part of project activities, RCRA project requires to develop the “Monitoring and Evaluation of Project Activities” Automated Information System (MEL System).

Offers must be received no later than 18:00 local Chisinau time on May 2, 2023 by email. Any emailed offers must be emailed to MDA-RCRA-Procurement@chemonics.md

Questions regarding the technical or administrative requirements of this RFQ may be submitted no later than 18:00 local Chisinau time on April 26, 2023 by email to MDA-RCRA-Procurement@chemonics.md

Selected service provider shall render the services listed in Section 3 Technical specifications of RFQ within up to 3 months from the date of signing the contract and 1 month of piloting the system. Irina Ionita, RCRA Monitoring and Evaluation Manager, or her designee, will be responsible for monitoring and accepting the final deliverables.

Preference will be given to the offeror that can offer the shortest Delivery term for the development of the MEL system.

Please note that the offer must include the cost for “importing of the existing data”
