Tetra Tech ES, Inc. (Tetra Tech) is seeking a quotation for a qualified vendor to provide translation and interpretation services under the Moldova Energy Security Activity (MESA) project funded by the United States Agency for International Development (USAID).
Details are provided in the Scope of Work (SOW) specified in the Attachment A – Scope of Work
Submission Deadline: All quotations are due on the date and time listed above
Submission Instructions: Quotations must be submitted via e-mail to: MESABIDS@tetratech.com
Submission E-mail Subject line: All quotations must contain the e-mail subject line: “RFQ–MESA-2022-002-Translation and Interpretation.”
The vendor must be registered to conduct business in Moldova. Proof of in-country registration is required – please send with quotation.
All offerors must follow the instructions set forth herein in order to be qualified for the procurement process.
The suggested outline for the Quotation is stated below:

- Detailed Cost Budget
Offeror shall complete a detailed cost budget in order to allow Tetra Tech ES, Inc. to compare all quotes and make a competitive selection. The budget should be provided in Excel format with unlocked cells and formula. Include dimensions and photos for each item. The Offeror will provide all costs inclusive of transportation and assembly.
Award will be made to the bidder representing the best value in consideration of qualifications, experience, references, and cost. Prices must be reasonable and will be considered in the evaluation. Bidders are encouraged to provide a discount to their standard commercial rates.
All questions or clarifications regarding this RFQ must be in writing and submitted, in English to MESABIDS@tetratech.com no later than June 14, 2022 at 5:00pm Chisinau Time.
Questions and requests for clarification, and the responses thereto, will be circulated to all RFQ recipients. Only written answers from Tetra Tech will be considered official and carry weight in the RFQ process and subsequent evaluation. Any answers received outside the official channel, whether received verbally or in writing, from employees or representatives of Tetra Tech, or any other party, will not be considered official responses regarding this RFQ.
Best offer quotations are requested. It is anticipated that a subcontract will be awarded solely on the basis of the original offers received. However, Tetra Tech reserves the right to conduct discussions, negotiations and/or request clarifications prior to awarding a subcontract. Furthermore, Tetra Tech reserves the right to conduct a competitive range and to limit the number of offerors in the competitive range to permit an efficient evaluation environment among the most highly-rated proposals. Highest-rated offerors, as determined by the evaluation committee, may be asked to submit their best prices during a competitive range.
Tetra Tech Inc. reserves the right to issue multiple awards. Tetra Tech Inc. also reserves the right to issue no awards.
SCOPE OF WORK: Translation and Interpretation
PERIOD OF PERFORMANCE: June 1, 2022 – February 28, 2026

Scope of work:
The USAID Moldova Energy Security Activity implemented by Tetra Tech ES, Inc. is seeking quotations firms that provide seasoned interpretation and translation services for o/a three (3) years, June 2022 to Feb 2026, at fixed prices.
MESA aims to strengthen Moldova’s energy security by improving physical and market integration with Europe; enhancing energy efficiency (EE); adding domestic power generation, particularly renewable energy (RE) and related transmission and distribution infrastructure; and diversifying natural gas supply. To achieve these goals, MESA will work with local institutions to advance policy regulation, sector planning, establishment of European Union (EU)-oriented liberalized energy markets, and an enabling framework to accelerate RE generation, decarbonization, and private sector engagement, underpinned by an Energy Security Fund.
Throughout the project lifecycle MESA anticipates several (ad-hoc and planned) interpretation and translation needs. Illustrative deliverables for translation could include:
- amendments to legislation and supporting legal documents (i.e. concordance tables and regulatory impact assessments)
- concept papers
- job descriptions
- financials documents
- electronic communication
- technical deliverables
Interpretation will be needed for events and/or selected meetings with government officials, energy sector stakeholders, and international donors or expert team members.
