ABOUT the project:

Focusing on the need for sustainable practices, this project is dedicated to creating new value chains in waste management, with a focus on promoting the benefits of recycling and environmentally friendly approaches to the management of materials and chemicals, through the inclusive participation of drivers to reduce waste storage or discharge.

This project aims at Strategic Initiative 3 of the GEF SGP Program, from local to global coalitions for chemicals management and waste management, but also indirectly Strategic Initiative 4, Catalysing sustainable urban solutions by encouraging partnerships for sustainable production and consumption, correct management of substances and reducing their impact on environmental components, communities and human health.

This project comes to meet the requirements of the new waste law no. 209/2016, which introduces the Extended Producer Responsibility (REP) instrument, being part of the circular economy approaches in the waste treatment process and focuses on materials recovery and pollution prevention.

Scope of Services:

Consulting assignment to be undertaken by the Legal consultant and local consultant in the field of extensive producers’ responsibilities (REP) and waste management.

It is expected that the consultant will provide assistance in development of proposals for the improvement the legislation to introduce the financial and constrains mechanisms to enforce the REP.

The envisaged tasks shall be completed in close cooperation with the local team of experts and will include specific outputs:

Task 1: Revision of the existing legislation and provide the proposal for the improvement the legislation with the provisions that will include the financial mechanism for the implementation of REP instrument.

Task 2: Revision of the existing legislation and provide the proposal for the improvement the legislation with the provisions that will include the constraints mechanism for the implementation of REP instrument.

Duration

The expected work load implies up to 83 working days.

Duty station

Mainly assignment implies work in Chisinau, Republic of Moldova.

Qualifications required:

The Local Consultant shall have the following expertise and competencies:

University degree in assignment related fields;

At least 5 years of relevant field-based experience,

Familiarity with the background and implementation of various international treaties, programs and initiatives applicable to climate change;

Previous experience in preparation of studies, reviews, sectoral recommendations will be an asset;

Experience in working with relevant national stakeholders (authorities, research and civil society sectors);

Excellent proficiency in Romanian

Experience in implementation of other environmental projects and working in team;

Good analytical and writing skills.
