
The Center for Health Policies and Studies (PAS Center) as a member of the global consortium implemented in the Republic of Moldova the “RESPECT: Reshaping People-centric Empowered Community-led DR-TB Treatment” project that is a 2-years (2025- 2027) multi-country and multi-partner initiative funded by the UNITAID and Stop TB Partnership. The PAS Center intends to apply part of the project proceeds to contract a Social Protection Expert to develop the peer-to-peer support framework for home-based care (model of intensified peer to peer support in DR-TB home-based care).
This consultancy is expected to perform the services in November 2025 with an estimated workload of 33 working days.

The PAS Center now invites eligible individual consultants to indicate their interest in providing the services. The Consultants are hereby invited to submit their updated CV. Please note that the PAS Center is not bound to accept any of the CVs.
The Consultant should meet the following minimum qualifications requirements:
- The consultant will be a DR-TB survivor;
- Minimum of 10 years of practical experience in representing the TB communities;
- Demonstrated experience facilitating multi-stakeholder consultations, including with the TB communities;
- Excellent writing and communication skills, with experience contributing to policy papers and training materials, on behalf of TB communities.
- Advanced degree in a relevant field (public health, education, public administration, etc)
- Minimum of 10 years of practical experience in non-governmental organizations and activities in key affected communities;
- Experience on the monitoring of the TB program implementation, on behalf of non-governmental organizations representing key affected communities;
- Strong analytical and policy review skills.
- Understanding the public/institutional, NGO and TB community landscape in Moldova.
- Written fluency in English and Romanian;
- Fluency in Romanian – essential for reviewing policy documents and conducting consultations/interviews;
- Excellent writing skills;
- Able to work as a team member with diverse stakeholders.
- Ability to work independently and in team, respond to feedback in a timely and professional manner, and meet deadlines.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.
The PAS Center will select the consultants on the basis of comparison of consultants’s qualifications for the assignment and conformity with the TOR’s requirements.
