Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS’ relief and development work is accomplished through programs for emergency response, HIV, health, agriculture, education, microfinance, and peacebuilding.

 CRS in Moldova & Ukraine:
CRS has operated in different capacities in Moldova since 2004 and in Ukraine since 2017.  CRS works with local partners to implement an integrated, multisectoral program portfolio of humanitarian and development assistance.  In Moldova, CRS is focused on meeting both the immediate and long-term needs of Ukrainian refugees, including through basic needs, education, livelihoods, shelter and durable housing programs.  CRS is also working with governmental and non-governmental partners in Moldova to end the placement of children in residential care institutions, and to support children in primary schools to thrive. In Ukraine, CRS’ works in partnership with Caritas Ukraine and Caritas Spes Ukraine, to deliver life-saving humanitarian assistance to Ukrainians affected by the war.

 Job Summary:

As a member of the programming team, you will provide data management technical support to the program portfolio of CRS and partners in Ukraine. You will support the design, implementation and maintenance of digital data collection tools, data management systems, and databases. You will provide guidance on troubleshooting issues for CRS staff and partners in the field. Your work will support timely data collection and analysis for use in CRS and partner programs.  The employee may be requested to provide support to Moldova programs.

 Roles and Key Responsibilities:

  • In close coordination with CRS and partner MEAL and program staff, deploy, configure, and maintain ICT4D (Information and Communication Technology for Development) solutions, especially using CommCare and PowerBI.
  • Work closely with MEAL and programming team to develop data collection tools and applications in CommCare. Maintain and troubleshoot applications and tools.
  • Develop PowerBI dashboards and reports. Analyse and visualize data according to MEAL and programming needs.
  • Incorporate feedback, troubleshoot and provide technical support to address issues to ensure optimal performance of data management tools and systems
  • Configure and maintain applications and user devices, including ensuring appropriate user access to agency business data and information according to CRS Responsible Data Policy
  • Support capacity-building initiatives for staff and partners to ensure efficient and consistent adoption and use of ICT4D solutions
  • Create and maintain appropriate systems for data storage and archiving
  • As required, create User-Guides to document all processes CRS staff and partners should follow to use data management systems

Basic Qualifications

  • Bachelor's degree in an IT-related field is preferred. (Significant work experience in a directly related field combined with appropriate training/certificates may substitute for a degree.)
  • High and demonstrated proficiency in CommCare, KOBO Collect, and other digital data collection platforms is required.
  • High and demonstrated proficiency in Power BI or other relational database management software is required.
  • Experience in introduction, design, implementation, and adoption of relevant technology and data management tools.

 Required Languages -

Proficiency in English and Ukrainian language is required. Romanian and Russian are a plus.

 Preferred Qualifications

  • Previous experience in the NGO sector is desired.
  • Strong understanding of use of technology in humanitarian/development sector
  • Grasp of mobile, desktop, server backup, application and database technologies.
  • Proficiency in MS Office package including Word, Excel, MS Teams etc.
  • Experience in in preparing professional documents is desired is
