Translator and Interpreter Contractor

Background:

The U.S. Government’s strategy for stability in Europe includes countering Russia’s destabilizing measures that corrode democratic institutions and governments. Given the recent war launched by Russia on Ukraine, USAID/OTI is launching the Moldova Resilience Initiative (MRI) engagement to support Moldova’s pro-democratic government, as the country faces the fallout from Russia’s aggression. USAID/OTI will work with the Moldovan government, independent media, and/or civil society partners to proactively mitigate the regional effects of Russia’s invasion of Ukraine by supporting the Government of Moldova’s efforts to address emerging threats to national stability and to strengthen their ability to counter disinformation and malign narratives.

Scope of Work:

The Translator and Interpreter will provide MRI with translation and interpretation services between Russian, Romanian and English in Chisinau and other locations in Moldova on an ad hoc basis. The expected Period of Performance is May 2022 through March 2023.

Tasks & Responsibilities:

• Translate internal and external documents to and from English, Russian, and Romanian.
• Take notes from meetings translated to English, Russian and/or Romanian.
• Provide interpretation services in meetings, in-person and via video/phone call. These in-person meetings could be outside of Chisinau within Moldova.
  • This may also involve overnight travel to other regions of Moldova (Balti, Gagauzia, etc.)
• Ensure smooth communication between MRI team and key counterparts, including communicating local norms to the MRI team

Deliverables:

• Translation of internal and external documents to and from English, Russian, and Romanian. Translated documents due within one week of receipt of documents or as agreed to between Translator and Interpreter and Dexis.
• Notes from meetings translated to English, Russian and/or Romanian. Due within one day of the meeting.
• Interpretation services in meetings, in-person and via video/phone call.
• Other translation and interpretation deliverables as requested and agreed upon.

Required Experience and Qualifications:

Minimum Requirements:

• At least three years of relevant experience.
• Fluency in Romanian and Russian.
• Proficiency in written and oral English.
• Based in Chisinau, Moldova with ability to travel within Moldova.

Preferred Requirements:

• Experience providing translation and interpretation services to international donor funded project teams.
• Translation accreditation
