Assignment Title: Development of Sampling Methodology For Labor Market Forecast Survey
Period of assignment/services: November 2016-January 2017, up to 15 working days.
The Government of the Republic of Moldova has received financing from the World Bank toward the cost of the Moldova Skills Data Capacity Building Project. The development objective of the Project is to strengthen the Government of Moldova’s capacity for evidence-based policymaking in the area of skills and employment through supporting enhanced collection and analysis of data on workforce skills and labor market needs.
Ministry of Labor, Social Protection and Family (MLSPF) as an implementing agency for the project intends to apply part of the proceeds for consulting services.
The objective of the assignment is to strengthen the Government of Moldova’s capacity for evidence-based policymaking in the area of skills and employment through supporting enhanced collection and analysis of data on labor market needs.
The consultant will review the quality regarding sample frame and sampling procedures of Labor Market Forecast Survey.
During the implementation of the assignment the consultant will be suported by the National Employment Agency.
The assignment is expected to comence in November 2016.

Requirements for experience and qualifications
- Advanced degree in econometrics, statistics, or related discipline;
- at least 7 years of experience in sampling and weighting for large-scale complex household or/and employer surveys;
- expertise and experience in providing technical assistance and consulting services in the area of sampling and weighting for large-scale surveys;
- relevant expertise and experiences of providing consulting services on labor market domain with a track record of advice/engagement on employer surveys, will be a strong asset
- excellent writing and good analysis aptitude. Proven experience in conducting high quality analysis and producing high quality reports in the areas of this Terms of Reference;
Ministry of Labor, Social Protection and Family now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (with attachment of information regarding projects implemented that are related to the field of assignment).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers edition January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. The Consultant will be selected in accordance with the Selection Of Individual Consultants method set out in the Consultant Guidelines.
