Call for Expression of Interest for selecting innovative digital ideas under Innovation Challenge Scheme 3 contest for innovation projects with impact on Sustainable Development Goals (SDGs) and Digital Transformation in Public and Private Sectors

Overview:
The United Nations Development Programme (UNDP), in collaboration with the OPTIM Project and E-Governance Agency (EGA), through the Accelerating Digital Transformation Project in Moldova, hereby announces an Expression of Interest for selecting innovative digital ideas under Innovation Challenge Scheme 3 contest for innovation projects with impact on Sustainable Development Goals (SDGs) and Digital Transformation in Public and Private Sectors.
The project will focus on encouraging the private sector to have an active role in the Digital Transformation of Moldova.
The main objectives and areas of support of the 3rd Innovation Challenge Scheme are:
- Engage with the private sector for testing and up-scaling of innovative products, services or solutions aligned to SDGs, aiming to support digitization in public and private sectors, and with a measurable and positive impact on the inclusion of vulnerable people and overall well-being of people, in the following prioritized areas (non-exhaustive list):
- Improved access to health, health practices and well-being;
- Education and digital literacy;
- Improved practices in agricultural and food industries;
- Energy, green economy, circular economy and clean environment;
- Improved practices in manufacturing industries and product quality;
- Logistics automation;
- Tourism digitalization;
- Access to markets (information, logistics, business management, skills);
- Introduction of competitiveness-enhancing practices (such as digitalized inventory management);
- Digital Certification;
- e-commerce and improved supply chains;
- Cyber security and fintech;
- Financial inclusion (such as agricultural insurance);
- Other areas related to SDGs;
- Develop public service support solutions underpinned by the ICT sector in the following prioritized areas:
- Development of the mobile version of the citizen and entrepreneur portal MCabinet, including the notification module;
- Development of a mobile wallet for entrepreneurs, where all the documents issued on a certain entity would be stored - certificates, licenses/authorizations, extracts, court decisions, etc.;
Project application documentation
Pre-application: Concept Note
In the pre-application stage, the applicants should submit only a filled out pre-defined form of Concept Note (Annex A), where the concept of the innovation project is shortly and concisely described (including the idea and the potential market), the company and the development team shortly presented. In the pre-application stage, no other documents are needed.
Full Application and Project budget
Only those Applicants who are selected from the pre-application phase will be invited to submit the Full Application and Project budget (Annex B and C). Companies should also present a standard cash-flow and investment plan with ROI calculations.
The application package shall be titled in the message subject line as “Digital Transformation Innovative Challenge 2022, [name of the applicant]”, and submitted electronically by February 16, 2022, 16:00 GMT+3 Moldova time to the following e-mail address: dorin.rojnevschi@undp.org. The application package received after the above deadline will not be considered.
The Application form should encompass the following:
- Clear evidence of so far achieved initial results or insights to be considered as collaborative innovative foundation for the Project.
- Justification of the potential of the proposed innovation, as detailed as possible.
- Justification that there is an existing market for the proposed collaborative innovation and that the strategy for the exploitation of the innovation is compliant with the actual market sector,
- Realistic plan of the Project activities so they can be implemented considering technological, financial, time and market constraints, possibilities, and opportunities.
- Assurance that the project includes all activities necessary for the innovation to be ready for commercial activities on potential markets or to be scaled up.
- Evidence that the team has relevant experience in the industry sector and necessary knowledge and skills to implement the planned activities in the development of the innovative product/process/service and successful preparation for commercialization or scale-up.
- Assessment of internal gaps in terms of resources, skills and knowledge needed to ensure full implementation of the project and its sustainability.
This EoI does not entail any commitment on the part of UNDP, either financial or otherwise. UNDP reserve the right to accept or reject any or all EoI without incurring any obligation to inform the affected applicant/s of the grounds.
