Specialist in asylum data and procedural management and analysis

1. Background
In the context of the ongoing digitalization and modernization of the information systems used by the Inspectorate General for Migration (IGM), as well as the transition from existing information systems and tools to new digital solutions, there is a need to ensure the continuity, integrity and quality of data related to asylum procedures.
Given the existence of separate systems for managing asylum and Temporary Protection (TP) data, there is a need to assess the possibility of interoperability/integration of these systems, including consideration of the operational, technical and data protection implications.
The transition process involves not only the technical transfer of information, but also verification of its accuracy and completeness, reconciliation of data between the old and new systems, updating information on asylum-seekers and related procedures, and maintaining the institutional capacity to generate statistical data required for monitoring, reporting, analysis and decision-making.
An additional need is to strengthen the capacity to collect and compile statistical data periodically, including related to the workload and administrative procedures of Refugee Status Determination (RSD), Statelessness Determination Procedures (SDP) and RSD/SDP cases pending before the courts.
2. Overall Objective of the Assignment
The overall objective of the assignment is to strengthen IGM’s capacity to collect, manage, analyse and report data on asylum, temporary protection and statelessness, while ensuring data continuity and quality during the transition to the Migratie information system.
More specifically, the assignment aims to:
- strengthen the collection, verification and reporting of asylum, TP and statelessness statistics, including information requested by UNHCR;
- ensure the integrity and continuity of data during the transition to the new case management information system – Migratie;
- improve the quality and timeliness of electronic records concerning asylum applications and related procedures;
- assess the possibility of integration or interoperability between the asylum and Temporary Protection databases;
- collect data regarding the administrative procedures of RSD and SDP, including processing times and types of procedures.
3. Duties and Responsibilities
Under the overall coordination of CDA and in close cooperation with IGM and UNHCR, the Specialist will perform the following tasks:
3.1. Statistical Data and Reporting
- Compile, process and validate periodic asylum and statelessness statistics in accordance with reporting requirements and timelines agreed with IGM and UNHCR;
- Consolidate data on Refugee Status Determination (RSD) and Statelessness Determination Procedures (SDP), including relevant court-level data;
- Ensure consistency, completeness and accuracy of data used for reporting;
- Analyse processing times, procedural stages and outcomes, including available court outcomes, to identify delays, recurring challenges and areas requiring follow-up.
3.2. Data Management
- Support the transition and transfer of data from existing to new IGM information systems;
- Monitor and update electronic records related to asylum applications and procedural status;
- Identify, document and, where authorized, correct missing, duplicate or inconsistent data;
- Perform periodic data quality checks and support reconciliation between different data
3.3. Asylum and Temporary Protection Databases
- Review existing asylum and Temporary Protection (TP) data flows and systems;
- Assess the feasibility and implications of greater interoperability or integration between the asylum and TP databases;
- Prepare practical recommendations, including relevant operational, data protection and information security considerations;
- Prepare an implementation roadmap and draft terms of reference for the recommended option, with technical input from IGM’s IT staff.
3.4. Asylum Case Management and Procedural Analysis:
- Review the main stages of asylum case processing, from registration to decisions and appeals, to identify delays, duplication and gaps in the recording and follow-up of procedural steps;
- Discuss findings with IGM and UNHCR to develop practical recommendations;
4. Expected Results and Deliverables
The following results and deliverables are expected under the assignment:
- By 12 October 2026, submit a feasibility assessment of options for interoperability or integration between the TP database and the Migratie information system, prepared with technical input from IGM’s IT staff and in consultation with UNHCR. For the recommended feasible option, include an implementation roadmap and draft terms of reference for procuring the required IT services, covering functional requirements, data protection, information security and technical requirements for validation by IGM.
- Brief periodic analytical notes on processing times, procedural delays and gaps in asylum case management, discussed with IGM and UNHCR during the assignment, and a final report by 31 December 2026 containing prioritised recommendations and proposed follow-up actions.
- Periodic statistical data on asylum and statelessness compiled, verified and made available to IGM and, where applicable to UNHCR, in accordance with agreed requirements and timelines;
- Consolidated records of RSD and SDP data, including, to the extent that information is available, relevant data concerning proceedings before the courts;
- Data on asylum applications and relevant procedural stages regularly updated and verified;
- Discrepancies and errors identified during the data migration process documented and, where appropriate, corrected or referred to the responsible staff.
5. Working Arrangements and Coordination
The Specialist will work in close cooperation with CDA, IGM and UNHCR.
The working arrangement will normally include:
- four days per week at IGM, working directly with relevant staff and departments;
- one day per week at UNHCR, for coordination on data, statistics, analysis and other tasks relevant to the assignment.
CDA's participation in regular coordination and monitoring meetings related to the assignment.
Specific priorities will be agreed jointly based on IGM's operational needs and relevant reporting and analytical requirements.
6. Duration of the Assignment
The assignment will be carried to 31 December 2026, with the possibility of extension depending on project needs and availability of resources.
7. Required Profile and Qualifications
Considering the multidisciplinary nature of the assignment, the candidate should demonstrate a combination of competencies in data management, analysis, reporting and understanding of institutional processes.
The candidate should meet the following requirements:
- university degree in a relevant field;
- demonstrated experience in data management, processing, verification and/or analysis;
- demonstrated ability to work with large volumes of information and identify data discrepancies;
- ability to compile statistics and prepare analytical summaries and notes;
- strong organizational and analytical skills and attention to detail;
- ability to work effectively with public institutions and international organizations;
- demonstrated ability to handle sensitive and personal data with strict confidentiality.
The following will be considered an asset:
- previous experience working with IGM or other public authorities;
- experience in the fields of asylum, migration, statelessness or international protection;
- experience in database migration, reconciliation or integration processes;
- experience in institutional statistical reporting and/or reporting to international organizations.
The consultant shall perform their duties in accordance with CDA’s policies and procedures and shall uphold the principles, values and standards of conduct promoted by UNHCR, including respect for diversity, non-discrimination, integrity, professionalism, confidentiality, protection from sexual exploitation and abuse (PSEA), and a commitment to safeguarding the rights, dignity and well-being of refugees, asylum-seekers and other persons of concern.
8. Confidentiality, Data Protection and Access to Information
The position involves access to sensitive information and personal data concerning asylum-seekers and other individuals involved in procedures managed by IGM. Therefore, professional integrity, confidentiality and demonstrated ability to responsibly handle sensitive information are essential requirements for the position.
9. Supervision and Performance Assessment
The Specialist's work will be regularly monitored by CDA, in coordination with IGM and UNHCR, including through regular coordination meetings. Performance will be assessed based on: quality, accuracy and timeliness of data and statistics produced, compliance with agreed reporting deadlines, progress in data verification and reconciliation, effective cooperation with IGM, UNHCR and CDA.
