Assignment Title: National Consultant for development of a national framework and best practice guide for the responsible use of artificial intelligence in higher education
The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for individual consulting services.
The consulting services (“the Services”) are to develop a comprehensive national framework for the responsible use of artificial intelligence in higher education, accompanied by practical guidance, institutional policy templates, implementation tools, and recommendations supporting universities in the ethical, transparent, and effective adoption of AI.
The assignment is expected to be completed within 6 months, according to a work plan agreed with the Ministry.

The MoER now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant should meet the following minimum qualifications requirements:
- An advanced university degree in Education, Educational Technology, Artificial Intelligence, Computer Science, Public Policy, Law, or a related field.
- At least 7 years of professional experience in higher education, digital transformation, educational policy, AI governance, or related areas.
- Demonstrated experience in developing policy papers, methodological frameworks, guidelines, or institutional strategies.
- Proven knowledge of artificial intelligence applications in higher education.
- Familiarity with academic integrity frameworks and assessment methodologies.
- Experience working with universities or higher education authorities.
- Experience with UNESCO, the European Commission, Erasmus+, the World Bank, UNICEF, OECD, or similar organizations will be considered an advantage.
- Excellent analytical, writing, facilitation, and stakeholder engagement skills.
- Fluency in English and Romanian is required.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.
