GIZ - Monitoring, Evaluation and Knowledge Management Specialist

The German Development Cooperation (GIZ) is recruiting a Monitoring, Evaluation and Knowledge Management Specialist to join the “'Attractive and efficient public administration for Moldova” project team. This project is financed by the German Government and the European Union.
This position is planned to start in October and last until 31 May 2029.
The Specialist will be responsible for the monitoring of the Multi-Donor Action ‘Public Finance and Tax Administration Reform for EU Accession in Moldova’.
The position is based in Chișinău.
Key responsibilities include:
- Overall responsibility for the Monitoring and Evaluation (M&E) system of the Action.
- Design, operationalisation and continuous improvement of the M&E framework, including indicators, tools and methodologies.
- Development and management of data collection systems, including quantitative and qualitative data processing, analysis and reporting.
- Quality assurance of assessments, surveys and monitoring instruments in line with donor requirements.
- Coordination with Partner(s) to collect, verify and consolidate inputs for internal and external reporting.
- Preparation of evidence-based reports and analytical inputs for the Contracting Authority and other stakeholders.
- Internal capacity development and advisory support to the project team on M&E standards, tools and results-based management.
- Responsible for knowledge management of the Action in line with GIZ rules and regulations, including documentation of lessons learned and best practices.
- Support to the International Team Leader on PFM in the coordination of the Action, including communication and reporting-related exchanges with Partner(s) and the Contracting Authority.
Required qualifications and experience:
- University degree (Master’s preferred) in economics, public finance, statistics, public administration, political science, IT, project management or a related field.
- At least 5 years of professional experience in the design and implementation of Monitoring & Evaluation systems, including collection, processing and analysis of quantitative and qualitative data.
- Proven experience in results-based monitoring and reporting within international development cooperation programmes; experience with GIZ and/or EU-funded projects is a strong asset.
- Strong analytical skills and demonstrated experience in drafting high-quality analytical and narrative reports.
- Experience in designing and conducting assessments, surveys and evaluations.
- Sound understanding of public finance management (PFM) and/or tax administration reform is an asset.
- Excellent written and verbal communication skills in Romanian and English; good knowledge of Russian is a strong asset.
- Strong organisational and time management skills, with the ability to manage multiple tasks and meet tight deadlines.
- Ability to work independently and proactively, while contributing effectively to an international team.
- Ability to interact professionally with government counterparts, development partners and donor representatives.
- Well-developed understanding of administrative and reporting processes in donor-funded programmes.
- Moldovan citizenship or permanent resident status in the Republic of Moldova.
