Assignment Title: Moldova Forestry Reform Expert, part time position

The Moldova “Restoring Ecosystems for Marine Pollution Prevention Project” (REMAP), financed by the Global Environment Facility (GEF) and implemented by the Ministry of Environment (MoE) with the support of the World Bank (WB), is a national initiative promoting Nature-based Solutions (NbS) to restore degraded ecosystems, improve watershed management, strengthen climate resilience and reduce land-based pollution in the Dniester River Basin. The Project contributes to Moldova’s EU accession process, the Kunming–Montreal Global Biodiversity Framework, the Paris Agreement and other national and international environmental commitments. The Project is implemented by the National Office for the Implementation of Environmental Projects (NOIEP) under the MoE.
All Project activities shall be implemented in accordance with the Project Operational Manual (POM), the World Bank Environmental and Social Framework (ESF), national legislation and other applicable Project instruments.
In parallel, the Government of the Republic of Moldova is undertaking a comprehensive reform of the forestry sector as part of the broader environmental sector reform initiated by the MoE in 2022. The reform aims to strengthen forest governance, improve institutional effectiveness, modernize forest administration, enhance the long-term financial sustainability of the sector and ensure the sustainable management of forests and other wooded lands across all ownership categories. It also supports implementation of the new Forest Code while advancing Moldova’s EU accession process and fulfilling national and international environmental commitments.
Building on European experience and adapting it to Moldova’s environmental, institutional and socio-economic context, REMAP will support the assessment, evaluation and identification of appropriate institutional, governance and financing options for the forestry sector, aligned with the country’s EU accession agenda.
The objective of this assignment is to provide strategic and technical support to Moldsilva, under the guidance of the leadership of the Moldsilva and in coordination with PIU, to implement Moldsilva’s reform agenda. The assignment will help translate reform priorities into practical institutional, policy, operational and investment actions that strengthen forest governance, improve institutional performance, support sustainable forest management and enhance the long-term sustainability of Moldova’s forestry sector.
National Office for the Implementation of Environmental Projects (NOIEP) now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services related to Moldova Forestry Reform Expert. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The minimum qualifications for this position are:
EDUCATION
- Advanced university degree (Master’s or PhD) in Economics, Forestry, Natural Resource Management, Environmental Sciences, Environmental Policy, Public Administration, Law or another relevant discipline.
PROFESSIONAL EXPERIENCE
- At least 10 years of progressively responsible professional experience in forestry, forest governance, institutional reform, sustainable forest management, environmental policy, public administration or related fields.
- Demonstrated experience in forestry sector reform, institutional development, governance and the preparation or implementation of forestry policies, legislation, institutional frameworks or strategic documents.
- Proven experience working with government institutions, particularly ministries, forestry administrations, environmental authorities or other public institutions.
- Experience in projects financed by international financial institutions or development partners, preferably the World Bank, GEF, EU, FAO, GCF, UNDP, EIB or other multilateral organizations.
- Experience facilitating institutional dialogue, stakeholder consultations and inter-agency coordination.
- Demonstrated ability to prepare high-quality analytical reports, policy papers, technical guidelines and strategic advisory documents.
TECHNICAL COMPETENCIES
- Excellent knowledge of sustainable forest management, forest governance, institutional development and public administration.
- Sound understanding of biodiversity conservation, ecosystem restoration and climate change adaptation.
- Good knowledge of the EU environmental acquis, particularly legislation and policies relevant to the forestry sector and Moldova’s EU accession process.
- Familiarity with sustainable forest financing mechanisms, including ecosystem services, climate finance, carbon finance, biodiversity finance and other innovative financing approaches.
- Knowledge of forest monitoring, forest inventory, GIS, digitalization, management information systems and evidence-based decision-making would be considered an advantage.
SKILLS AND COMPETENCIES
- Excellent analytical, strategic thinking and problem-solving skills.
- Excellent drafting, presentation and communication skills.
- Strong interpersonal, negotiation and facilitation skills, with demonstrated ability to work effectively with government institutions, development partners and multidisciplinary teams.
- Ability to manage multiple assignments simultaneously and deliver high-quality outputs within agreed deadlines.
- Excellent command of written and spoken Romanian; English and Russian are assets.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Individual Consultants will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the above-mentioned “Procurement Regulations”.
