National Consultant for developing the Terms of Reference (ToR) and the legal framework for the e-Research Information System of the Republic of Moldova, as well as for monitoring system implementation and supporting the reception and acceptance process

The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for individual consulting services.
The consulting services (“the Services”) are to prepare a complete, implementation-ready documentation for the development of the national e-Research Information System, ensuring alignment with the 2024 business analysis, Moldovan digital government architecture (MPass, MSign, MLog, MConnect, MPower, MNotify, MPay), EU CRIS and CERIF standards, Findable, Accessible, Interoperable, and Reusable (FAIR) open science principles and stakeholder needs as well as for monitoring system implementation and supporting the reception and acceptance process. The duration of consultancy is 18 months expected to begin in June 2026.

The MoER now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant should meet the following minimum qualifications requirements:
- University degree in areas such as computer sciences, engineering, telecommunications, information technology or related area.
- Minimum 7 years’ experience in IT system analysis and ToR development for information systems.
- Proven experience developing specifications for national-scale information systems.
- Experience with CRIS systems is highly preferred.
- Familiarity with EU Open Science, EOSC, CERIF, FAIR.
- Experience working with government interoperability platforms.
- Experience drafting procurement-ready system specifications.
- Strong analytic skills, facilitation skills (workshops, stakeholder interviews), excellent communication skills (including in English and Romanian).
- Ability to present complex findings in clear, actionable reports.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.
