GIZ - Advisor on EU Integration Support for Chapter 23 – Judiciary and fundamental rights

GIZ is looking for an Advisor on EU Integration Support for Chapter 23 – Judiciary and fundamental rights for its project “EU Integration Support Project (EUISP)”. The project is financed by the German Federal Foreign Office (FFO).
This position is planned to start in June 2026 and last until 31 December 2027. The permanent workplace for this position is in Chisinau.
The overall responsibilities covered by the position are as follows:
- Advice to the Ministry of Justice (MoJ) and other key actors aiming at strengthening capacities for process management and cooperation under chapter 23
- Identify and define needs and mobilise demand-oriented support instruments
- Provide backstopping and quality assurance
- Ensure reliable communication and implementation of activities with selected partners in Moldova and with other GIZ projects.
Required qualifications:
- Master´s Degree in Public Administration, Law, Human Rights, International Relations, Political sciences and Development Studies, or related field
Professional experience
- At least 6 years of professional working experience in reform coordination and implementation, organisational and process development and management in the context of EU integration
- Previous experience working in/with government and state institutions in the intervention areas (related to the EU Integration and Rule of Law)
- Profound proven knowledge of the institutional setup, mandates and responsibilities in the intervention areas within the EU integration context
- Profound knowledge of international development and partnership building
- Experience in coordinating large and complex processes with multiple actors, including government, civil society, academia, the public and the private sector
- Experience with GIZ commercial and procurement procedures shall be an asset
Other knowledge, additional competences
- Communicate effectively with and support team members to deliver quality and build strong relationships
- Offers and responds to feedback in a constructive manner
- Proven very good written and verbal skills in Romanian, Russian and English
- Strong drafting, presentation and reporting skills
- Fluency in the use of software applications, such as Excel, Word and PowerPoint, Microsoft 365
- Ability to work under pressure to tight deadlines with excellent time management skills
- Excellent interpersonal, organizational and time management skills. Ability to interact effectively with all levels of the organization. Mature initiative, tact and high sense of responsibility
- Moldovan citizenship or holding permanent resident status in Moldova.
