GIZ - Advisor on Central Public Administration Reform

The German Development Cooperation (GIZ) is recruiting a Public Administration Reform (PAR) Advisor on Central Public Administration Reform to join the “'Attractive and efficient public administration for Moldova” project team. This project is financed by the German Government.
This position is planned to start in May 2026 and last until 31 December 2027 with the possibility of extension. The position is based in Chișinău.
The Advisor on Central Public Administration Reform will be responsible for providing technical advisory services on matters related to the reform of central public administration in the context of Moldova’s EU accession.
Key responsibilities include:
- Lead and coordinate technical support measures for the development and implementation of key strategic documents in the area of central public administration reform, including the elaboration of the new Programme 2027-2030 for the Implementation of the PAR Strategy, ensuring alignment with broader institutional and strategic reform processes.
- Provide technical advisory services to the State Chancellery on central public administration reform, including, but not limited to, the reform of public institutions, institutional performance management, and other strategic planning aspects, in the context of the PAR-related dimension of the Reform Agenda under the Growth Plan and the EU Roadmap for PAR.
- Co-design and implement (together with involved experts) capacity development measures for the State Chancellery and relevant institutions.
- Contribute to the quality assurance of technical outputs and the refinement of indicators related to institutional strengthening and central public administration reforms.
- Maintain close coordination with senior working-level staff at State Chancellery to ensure coordination and coherence.
- Management of consulting and support contracts to project partners as well as steering of external short-term experts.
Required qualifications and experience:
- Advanced university degree (Master’s or equivalent) in Public Administration, Political Science, Law, Economics, Public Policy, or a related field.
- At least 5 years of relevant professional experience in advisory roles related to public sector reform or in public administration.
- Sound expertise related to the EU integration process.
- Good understanding of Moldovan governance structures and central public administration institutions.
- Knowledge of EU accession processes and alignment requirements in the field of PAR at the central level is an advantage.
- Strong analytical and drafting skills, with the ability to produce high-quality technical outputs and present information in a clear and concise manner.
- Proven experience in drafting analytical reports, analyses and briefings.
- Experience in international development programmes is desirable.
- Excellent communication and coordination skills, including interaction with senior government counterparts, development partners and high-level short-term experts.
- Excellent command of Romanian and English (written and spoken).
- Ability to take initiative and work in a team setting with high sense of confidentiality and flexibility.
- Strong organisational skills, high level of integrity and results orientation; willingness to travel as required.
