SKAT Consulting is looking for a Team Leader – Local Governance in Moldova

Position: Team Leader 100%
Project: MĂ IMPLIC (“I get involved”) – Civic Engagement in Local Governance in Moldova
Duration: May 2026 – October 2027 (with possible extension of 3 years, subject to donor funding)
Duty Station: Chisinau, Moldova with regular in-country travel

We are looking for an experienced local governance expert and project manager to take the role of the Team Leader for our MĂ IMPLIC project.
The MĂ IMPLIC Project is a flagship initiative of the Swiss Cooperation Programme in Moldova in the field of local governance. Its overall goal is to strengthen local governance and improve access to and quality of public services for residents across the Republic of Moldova. In its current 2nd phase (01.11.2023 – 31.10.2027), the project focuses on supporting a more effective and sustainable local governance system by working simultaneously at local, inter-municipal, and national levels. At the local level, the project strengthens groups of Local Public Authorities (LPAs) in managing resources and local development processes in a more sustainable, inclusive, and accountable manner. This includes promoting joint service delivery, improving administrative and financial management capacities, and supporting the expansion and modernisation of public services. The project comprises a component which prepares and co-finances investments in local public service infrastructure. At the national level, the project supports the Government of Moldova in advancing and coordinating public administration and local governance reforms in a more efficient, coherent, and transparent way. At the community level, the project promotes meaningful citizen engagement in local governance processes. It supports mechanisms that enable people to actively participate in decision-making and to influence the planning and delivery of local public services, with a strong focus on inclusion and accountability. The project works in close collaboration with the State Chancellery, public authorities, citizens and civil society actors.
The Project Facilitation Unit (PFU) in Moldova consists of 8 full-time staff and several part-time experts and consultants.
Tasks of the team leader:
• Overall responsibility for operations of the project in Moldova, in close coordination with the project director and thematic backstoppers at SKAT headquarter.
• Lead of the PFU in Moldova
• Lead in conceptual matters and project implementation
• Oversight of grant mechanisms to LPAs and Civil Society
• Responsible of relations with project partners in Moldova and the Swiss Cooperation Office in Moldova
• Lead of administration, finances and human resources management
• Lead of monitoring, reporting, steering
• Lead of communication and representation of the project and SKAT towards partners
Requirements:
• University degree in a field relevant for the assignment
• At least 10 years of experience in decentralisation reforms, local governance, public service delivery, and/or civic engagement (in at least two of these areas)
• Proven experience as a Team Leader managing teams of 5–10 full-time staff, including responsibility for project management, procurement, and budget oversight
• Proven experience in managing or supervising complex grant mechanisms
• Excellent communicator and strong report writer
• International professional experience, preferentially in Moldova or Eastern Europe
• Knowledge of English is a must, knowledge of Romanian or Russian a strong asset
