PROJECT TITLE: EU4 Moldova: Local Communities Phase 2
POSITION: Communication (Visibility) & Community Engagement Officer
STARTING DATE: Tentatively May/June 2026 (this vacancy is announced in anticipation of signing of the Multi Partner Contribution Agreement)
CONTRACT PERIOD: 12 Months with the possibility of extension (max. 36 months)

LOCATION: Chisinau, Republic of Moldova
The Austrian Development Agency (ADA) is recruiting Communication (Visibility) & Community Engagement Officer (full time, f/m) for the project EU4 Moldova: Local Communities Phase 2.
1. Background and Introduction
The Austrian Development Agency (ADA) has been delegated by the European Union (EU), under the Lead of the German Gesellschaft für Internationale Zusammenarbeit (GIZ) and in partnership with Solidarity Fund Poland (SFPL) to implement a strategic project supporting Moldova’s key transformation processes, including EU accession, regionalization of services, territorial administrative reform, improved local service delivery, and preparedness for EU funds, by providing a framework for multi-level cooperation, capacity building, and practical support.
The EU4 Moldova: Local Communities Phase 2 will target legal, institutional, operational, and human capacity gaps to enable local public authorities (LPAs) to effectively implement local governance reforms, while also supporting Moldova’s progress in the EU accession negotiations.
The Overall Objective of the project is to contribute to stronger, more efficient, and citizen-responsive local self-governance in Moldova, supporting the country’s long-term progress toward EU accession.
The Specific Objective is to strengthen the capacities of national institutions and local public authorities to effectively implement territorial amalgamation and enhance preparedness for absorption of EU funding for efficient, demand-oriented service delivery to citizens.
Within the project, ADA will implement a volume of 4,3 Mio. EUR focusing on enhancing the capacities of national institutions and local public authorities to implement territorial amalgamation effectively and improve citizens’ living conditions through citizen-centered public service delivery.
The project will be implemented over a period of 36 months. To support the ADA Office for Technical Cooperation in Chisinau in ensuring the successful implementation of this project, ADA is recruiting an experienced Communication (Visibility) & Community Engagement Officer for a maximum of 36 months starting in May/June 2026. 2. Detailed Terms of Reference
Role Summary: Under the direct supervision of the Team Leader (TL) of the project management team, the Communication (Visibility) & Community Engagement Officer will be responsible for the project components communication activities and will proactively support the PMT in all Public Relation (PR) matters and organizing events.
The Communication (Visibility) & Community Engagement Officer will play a leading role in managing project online presence on a wide range of platforms (digital newsletter, DIGITOOL, social media etc.) and guiding wider digital editorial processes and will have close contact with project partners.
This position is based in Chisinau, with frequent trips to Moldovan provinces and occasional travel abroad.
Specific Duties and Responsibilities
Communication and Visibility Management
• Ensure the implementation of the project communication and visibility plan, in compliance with the EU and ADA visibility guidelines.
• Manage and steer the foreseen communication and visibility and coordinate all public relation activities.
• Manage the development of a corporate design, create and plan the communications, event management and visibility activities to support the successful implementation of the project.
• Create, manage and update the project’s social media accounts, web page and ensuring consistency of the materials and regularly updating according to the calendar, coverage schedule and promoting the online content.
• Identification and development of storylines for publications and substantive articles, project related success stories or videos, and other promotional materials.
• Responsible for the organization and implementation of media campaigns and media coverage.
• Proactively write and gather editorial content (text, images, audio, video, etc.) and adapts for web and social media.
• Support project management team in creating, editing and translating official documents and presentations, speech writing and copywriting.
• Prepare analytical information and PR communication to be exchanged with partner institutions, donors and the public as well as procurement of (consulting) services.
• Maintain and update the EU DIGITOOL communication and visibility platform on regular basis.
Community Engagement
• Organize awareness campaigns in collaboration with NGOs, service providers or other implementing partners.
• Liaison with Local Action Groups and other established groups in the communities.
• Link the beneficiaries, implementers and local government at various levels.
• Perform other duties as required.
3. Requirements and Qualifications
• University degree in a relevant field (e.g., Journalism, PR, Communication, Business Administration, Management, Economics, Marketing, or another related discipline).
• At least 5 years of working experience, with a minimum of 3 years in a similar position or international environment.
• Demonstrated work experience with international institutions or agencies, including PR responsibilities.
• Experience in planning and organizing complex events and cooperating with media.
• Professional experience in writing, editing, and creating content for social media for business or other organizations.
• Certified training in media and/or communications, or a related field, is an asset.
• Experience in the implementation of EU funded projects is an asset.
• Work experience with public tender procedures is an advantage.
Skills and Competencies
• Excellent interpersonal and communication skills.
• Ability to work in multinational and multicultural environments.
• Demonstrated competence in gender, diversity, and environmental considerations.
• Creative thinking, initiative, and self motivation in handling assigned tasks.
• Strong organizational skills and knowledge of modern office procedures and office management.
• Proven skills in facilitating consultations, workshops, and public presentations.
• Flexibility to adjust working hours to workload requirements.
• Capacity to work under pressure and availability to travel within the country and abroad.
• Valid driving license and driving experience.
Language Skills
• Fluency in English and Romanian (oral and written) is required; knowledge of Russian is an advantage.
Technical Proficiency
• Good command of Microsoft Office suite (Word, Excel, PowerPoint, Outlook, SharePoint, Office 365, Teams, and online document tools).
• Basic graphic design skills (Adobe Photoshop, Adobe Lightroom, Canva, or similar) are an asset.
• Experience in writing features for the web and proficiency in social media use.
