GIZ - Advisor on Water Supply and Sanitation

The German Development Cooperation (GIZ) is looking for an Advisor on Water Supply and Sanitation (Administrative support) for its project “Support in mitigating war related impacts of water supply and sanitation in the border region of Moldova and Ukraine”. This project is financed by the German Government.
This position is planned to start on 16 March 2026 and last until 31 December 2027.
The permanent workplace for this position is in Soroca.
The overall responsibilities covered by this position are as follows:
- Support partners in the border regions of Moldova and Ukraine in preparing emergency measures in the WSS sector.
- Ensure administrative processes related to the procurement of services and goods in line with GIZ procedures.
- Ensure reliable communication and effective implementation of activities with selected partners in Moldova and Ukraine, as well as with other GIZ projects.
- Develop a capacity development plan and oversee its implementation.
- Deliver capacity development measures for qualified personnel in the border region.
- Implement gender-sensitive information campaigns on WSS safety.
- Develop and maintain a framework for cross-border exchange between project partners in Moldova and Ukraine.
- Perform other tasks assigned by the manager, as required, particularly in the field of regional development in the northern region, maintaining cooperation with key urban centers and regional operators, and supporting regional development activities across the region.
- Carry out any other work-related tasks contributing to the overall success of the project.
Required qualifications:
- Master’s or university degree in Public Administration, Engineering Sciences, or a related field.
- At least 10 years of professional experience in international cooperation.
- At least 7 years of professional experience within the context of German Development Cooperation.
- At least 5 years of experience in the Water Supply and Sanitation (WSS) sector.
- Experience with GIZ commercial and procurement procedures.
- Proven professional experience in working with national government stakeholders, as well as regional and local public authorities.
- Ability to communicate effectively and support team members in delivering quality results and building strong professional relationships.
- Ability to give and receive feedback in a constructive manner.
- Proven excellent written and verbal communication skills in Romanian, Russian, and English.
- Proficiency in Microsoft Office applications, including Excel, Word, PowerPoint, and Microsoft 365.
- Ability to work under pressure and meet tight deadlines, with excellent time management skills.
- Experience in project management and in developing processes aligned with the organizational environment and culture.
- Strong organizational and problem-solving skills.
- Critical thinking skills and openness to innovative approaches and continuous improvement.
- Excellent interpersonal, organizational, and time management skills, with the ability to interact effectively at all levels of the organization. Demonstrates initiative, tact, and a high sense of responsibility.
- Moldovan citizenship or holding permanent resident status in Moldova.
