For the upcoming project “Strengthening Social Cohesion through Civil Society and Mass-Media in Moldova“ (COSMA), we are looking for results-oriented and innovative candidates for various positions with expertise and experience in the fields listed below, based in Chisinau, Moldova. Employment is contingent upon Helvetas being awarded the tender.
Short information about the project
The “Strengthening Social Cohesion through Civil Society and Mass-Media in Moldova“ (COSMA) project, tendered by the Swiss Agency for Development and Cooperation (SDC), aims to empower mass-media and civil society organizations to function as agents of accountability, cohesion and transformation, using citizens’ priorities as entry points as well as attain a widespread societal consensus and support for an inclusive nation-building and cohesion of the Moldovan society based on democratic principles.
Component Managers (2 positions, 100% employment rate)
Fields of expertise
Core expertise sought
- Good governance, civil society;
- Social cohesion, peace-building, mediation and conflict resolution;
- Mass media, journalism, freedom of expression.
Complementary expertise
- Community engagement, behavioral change communication, social psychology, intersectional pedagogy, experiential learning approaches;
- Policy dialogue and accountability;
- Embedding gender inclusive considerations, Social Inclusion, Leave No One Behind, and Conflict Sensitive Program Management (CSPM) in project activities;
- Financial sustainability and business development for CSOs and/or media organizations;
- Capacity development of civil society and/or media stakeholders on topics such as data collection and generating evidence on citizen priorities; community mobilization, citizen dialogue and consensus building; advocacy and strategic communication; policy dialogue; promoting stronger journalistic standards; producing high-quality media content that is informed by local issues; financial sustainability.
Requirements
- At least a bachelor’s degree in a relevant topic (e.g. governance, civil society, media, social cohesion and/or peace-building, public administration, public and private management) or other advanced education. Professional certification in project management and/or related areas preferred;
- At least 5 years of experience in managing interventions/activities in one or more fields of expertise mentioned above;
- Strong context knowledge and network of relevant stakeholders in Moldova, as well as very good knowledge of civil society and/or mass media sectors in Moldova;
- Excellent communication, teamwork and networking skills;
- Strong facilitation and mediation skills, and good know-how of the media and civil society strengthening initiatives in Moldova;
- Fluency in Romanian, Russian and English (both written and spoken).
Knowledge Management and Learning (KML) / Monitoring, Evaluation and Learning (MEL) Manager (1 position, 50% employment rate)
Responsibilities
- Designing and implementing Monitoring, Evaluation and Learning (MEL) systems, including a learning and knowledge management framework aligned with the project’s objectives;
- Facilitate structured reflection and learning processes within the team and with partners;
- Identify knowledge generated across the project and package it into usable formats (e.g., briefs, analyses, case studies, models);
- Commissioning, editing and writing knowledge products.
Requirements
- At least a bachelor’s degree;
- At least 5 years of experience in monitoring, evaluation and learning (MEAL). Experience with governance, peacebuilding and/or social cohesion projects preferred;
- Strong writing and editing skills;
- Excellent communication, teamwork and networking skills;
- Strong knowledge of the Moldovan context;
- Fluency in Romanian, Russian and English (both written and spoken).
